We believe that such a basic wage policy would be fair to both city employees and city taxpayers. This is the basis on which we have vigorously supported the need for a comprehensive Wage, Salary and Fringe Benefits Study, such as is now being conducted by the J. L. Jacobs Company. When this survey is completed pay adjustments should be made in accordance with the facts and.recommendations presented by the survey. For the City Council to presume that the survey now in process will probably demonstrate the need for certain pay raises to city employees is in fact endorsing a statement of policy before the facts have been presented. This, in our opinion, is premature and completely contrary to the reason for the survey; namely, to provide the basis for an establishment of a wage and fringe benefits policy for city employees based on the findings of the survey. In view of the fact that the survey will be completed by approximately April 1, 1962 and that it will be feasible to make any indicated wage and fringe benefits adjustments at that time, it seems unreasonable to us to consider any adjustments now.
