An ordinance amending Ordinance No. 6446, entitled:
'!An- administrative ordinance fixing the compensation
rates of certain city positions and employments,"
approved January 23, 1925, as amended. This is an emergency ordinance
rendered necessary for the preservation of the public peace, health and
safety.
THE COUNCIL OF THE. CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That Ordinance No. 6446, approved January 23, 1925,
as amended, be and the same.is hereby further amended by striking out of
Section III all of the material in said section under the headings "Skilled
Labor ", "Semi - Skilled Labor" and "Unskilled. Labor "; and by substituting
in lieu thereof the following:

Section 3. That said Council, pursuant to an understanding
between it and the affected employees of . said City, heretofore
instituted, and is presently conducting -a wage and salary study
with reference to employments of said City/including, among others,
those employments covered under the hearings set forth in Section
1 hereof, anticipated to be completed not prior to March 15, 1962.
That said employees covered under the headings set forth in said
Section 1 and said Council anticipate that said wage and salary
studies probably shall demonstrate th -at on the basis of parity
with comparable employments in private industry "said City employees
equitably and justly should have been granted an increase over and
above the rates specified in said Section 1, effective January 1,
1961, and that said rates would have been accordingly increased
had the information developed in the wage and salary study been
available to the Council prior to the eff.ective date of this
ordinance. It is hereby provided that since said City employees
will continue in said City employments pursuant to said under-
standing and in reliance, subject to the availability of funds
therefor, that such additional increases, if any, as this
Council may grant to employees of the City covered by the
headings set forth in Section 1, upon completion of the afore-
said wage and salary study, shall be granted to such employees
and such employees shall be entitled to receive such additional

discretion deems that the best interests of the City will

STATEMENT BY CITY WAGE AND SALARY COMMITTEE REPRESENTING:
Saint Paul Area Chamber of Commerce
Saint Paul Board of Realtors
Associated General Contractors of Minnesota
Midway Civic Club
Saint Paul Builders' Exchange
Saint Paul Employers' Association
Our group fully endorses the principle that city employees enjoy wages
and fringe benefits equal to those paid for jobs of comparable responsibility
and skill in private industry in Saint Paul. We believe that such a basic wage
policy would be fair to both city employees and city taxpayers. This is the
basis on which we have vigorously supported the need for a comprehensive Wage,
Salary and Fringe Benefits Study, such as is now being conducted by the
J. L. Jacobs Company. When this survey is completed pay adjustments should
be made in accordance with the facts and.recommendations presented by the
survey. For the City Council to presume that the survey now in process will
probably demonstrate the need for certain pay raises to city employees is in
fact endorsing a statement of policy before the facts have been presented.
This, in our opinion, is premature and completely contrary to the reason for
the survey; namely, to provide the basis for an establishment of a wage and
fringe benefits policy for city employees based on the findings of the survey.
In view of the fact that the survey will be completed by approximately
April 1, 1962 and that it will be feasible to make any indicated wage and
fringe benefits adjustments at that time, it seems unreasonable to us to
consider any adjustments now.

"California is fighting 'for sur-
vival of existing projects, while
Arizona wants water that would
be utilized in future .projects," Mr.
Ely declared.
Mr. Mosk said �that'evedgiving

asks, whicli is 4.6 million acre -
feet of , Colorado River water,
would be less than the 5.4 million
acre -feet California projects were

were planned, he noted, before
what he termed -30 years of
drought compeiled a reappraisal
of the water' supply situation.

because of other available sources
