WHEREAS, the Commissioner of; Public Utilities has reported,
in accordance with Section 53 of the City Charter, the existence of
an emergency during the period from November 16th to November 30th
1961 inclusive, which rendered necessary the employment of certain
employees of the Water Department for more than eight hours per day
or forty hours per week in `doing the following work:
1 Working extra shifts, various stations.
2 Repairing water mains and gate valves.
3 Taking emergency calls at Storeyard.
4 Driving country crew to and from work:
5 Treating lakes with copper sulphate.

AND WHEREAS, this emergency arose by reason of the following
facts and circumstances:
1 Absence of employees on regular shifts.
2 In order to give consumers water supply as soon as possible.
3 On account of holiday (Thanksgiving).
4 On account of scattered work locations.
5 Necessary to finish treatment at-each location.

THEREFORE, BE IT RESOLVED, that the proper city officers are
hereby authorized to pay the employees who performed such work in
accordance with the provisions of the Council's Salary Ordinance,
Ordinance No. 6446.

and Lester L. Yarmo, did present a petition for rezoning from

Primarily, this property is located It the northeast corner of
Lexington and Jefferson Avenues.
At the time this petition was presented, a filing fee of $70.00 was
paid, covered by the City Clerk's Office Receipt No. 3433 -
The fee owners of this property, Lester L. Yarmo and Edward S. Pritzker,
are desirous of withdrawing this petition at this time and, as their
authorized agent, the request is made herewith to withdraw this petition.
It is my understanding that if a petition is withdrawn before action
has been taken, the filing fee will be refunded.

buildings on this site. The area to be rezoned is 240 feet
fronting on Lexington, excluding a strip 20 feet deep on the
south side of this area fronting on Jefferson.
The exclusion of this 20 -foot strip amounts to a legal subter-
fuge, the purpose of which is to deprive the•owners of several
lots on the south side of Jefferson of their legal right to
vote on this application by placing their properties just a
few feet outside the 100- footllegal requirement. Thus, except
for the Council, the decision will rest with two persons, the
applicant and the property owner on the west side of Lexington,
neither of whom has any interest in the neighborhood other than
a purely commercial one. The;ones so vitally concerned will
have no legal vote.

section. This is strictly a residential section of the city
and Mrs. Sime and I would like to keep it just that way.
