The area to be rezoned is 240 feet fronting on Lexington, excluding a strip 20 feet deep on the south side of this area fronting on Jefferson. The exclusion of this 20 -foot strip amounts to a legal subter- fuge, the purpose of which is to deprive the•owners of several lots on the south side of Jefferson of their legal right to vote on this application by placing their properties just a few feet outside the 100- footllegal requirement. Thus, except for the Council, the decision will rest with two persons, the applicant and the property owner on the west side of Lexington, neither of whom has any interest in the neighborhood other than a purely commercial one.
