O'Connell City Clerk Building Dear Madam: This is in the matter of the petition of Tobin -Smith Inc. to rezone from "A" residence to "C" residence property located at the northeast corner of Clarence and Conway Streets. The property i-s described as Lots 12, 13, -14, 15, 16 and 17, Eret's Addition. On March 15, 1961, the Commissioner of Finance reported the petition sufficient with the owners of 11 of a possible 15 (73.370) tracts of land within the prescribed 100 foot radius having signed the petition. The site has a frontage along Conway Street of 246 feet and a depth of 124.1 feet resulting in an area of approximately 30,528 square feet. The site is I presently vacant and the petitioner proposes to develop it with apartment buildings although no specific plans have been sub- mitted. North and across an unimproved public alley are single- family residences fronting on E. Third Street; east and adjoining is vacant land proposed to be developed for filling station use; south and across Conway Street is a shopping center; west and across Clarence Street is the site of an apartment building under construction. Field investigation discloses that the reclassification of this pro- perty for apartment development would provide a proper transitional use between the existing residences to the north and the shopping center to the south. I In consideration 'of the above factors, the Board of Zoning recommends the approval of the petition to rezone the above described property from "A" residence to "C" residence.
