PAUL COUNCIL NO OFFICE OF THE CITY CLERK PRESENTED BY COMMISSION 4L FORM DATE WHERLkS, The Commissioner of Parks &Ad Recreation and Public Buildings has reported, in accordance with Section 53 of the City Charter, the existence of an emergency during the period fraan .April 16 to 30, 1961, which rendered necessary the enployment of certain employees of the Department of Pals and Recreation and Public Buildings for more than eight hours per day or forty hours per wee4 in doing the following works Supervision, operation, maintenance, care and protection of public parks and play.. grounds and of their facilities. And WHEREAS, This emergency arose by reason of the following facts and circumstances: Seasonal requirements for protection of public property and pursuit of depart- mental activities, such ass Civic events and municipal sports and playground pro- grams required increased time and effort of an unforeseen but temporary nature; heating plant for the Conservatory and Zoo must be tended around the clock; regular employees ill; breakdown of equip- ment required immediate repair; heavyssnow on,the weekend; and housemover required services of a tree trimmer outside regular hours of work. Loss= Resolved, That the proper city offi- cers are hereby authorized to pay certain employes in the Department of Parks and Recreation and Public Buildings for extra employment as described in the resolution.
