approved August 20, 1914, as amended. This is an emergency ordinance
rendered necessary for the preservation of the public peace, health and
safety.
THK COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That Ordinance No. 32501, approved August 20, 1914,
as amended, be and the same is hereby further amended by inserting in
Section 6 in Grade 56. under the heading ".Professional and .Subprofes.sional"
the title "Resources Management Officer".
Section 2. This ordinance is hereby declared to be an emergency
ordinance rendered necessary for the preservation of the public peace,
health and safety.
Section 3. This ordinance shall take effect and be in force from
and after its passage, approval and publication.

RESOURCES MANAGtMENT OFFICER
Duties and responsibilities:
Under the direction of the Director of Civil Defense, to plan, develop,
supervise and coordinate plans and programs for the emergency
utilization of local resources; to act as supply officer; and to per-
form related work as assigned.
Examples of work performed:
To advise and assist in the development of emergency resources manage-
ment plans to carry out the local area's emergency responsibilities
for the management of those resources and services under its
emergency control, such as: food, manpower, water, industrial and
construction materials, manufactured products and commodities,
housing, fuels, transportation, electric power, and related production
and distribution facilities.
To work with the appropriate departments and agencies of the City and
with the cooperation and participation of local civic groups in develop-
ing and coordinating the development of an emergency resources
management program for the local area.
To review, modify and amend the local operational plan as necessary.
To develop and maintain a resources data program with respect to those
resources under emergency control, including the collection and re-
cording of current data on resources located in the local area and the
development of systems for the postattack estimation and reporting of
requirements, reporting on postattack damage to and the availability
of resources, services, ,and facilities, and evaluating resources
availability in relation to 'requirements.
To develop an emergency system for the assignment and distribution of
resources to priority activities.
To develop preattack plans and provide guidance and training for "standby"
organizations responsible for the postattack, interim administration of
emergency economic stabilization control measures, including price,
wage and salary, and rent stabilization measures and a consumer
rationing program.
To provide guidance materials to local industries, utilities, banking in-
stitutions, and private organizations in the local area on continuity
of management and operations.
To develop those aspects of local, State, and Federal exercises designed
to test the local area's capability to administer emergency resources
management programs in an emergency.
To determine the supply requirements for the local CD organization.
To be responsible for the requisitioning, receipt, storages distribution
and documentation of supplies and equipment.
To be responsible for the maintenance and repair of supplies and equipment.
To be responsible for the inspection and inventory of all equipment.

Minimum qualifications: f�
College graduation and three years' administrative or professional
experience in large -scale manufacturing, purchasing, wholesaling,
or retailing; industrial traffic management; logistics planning;
State or local economic or industrial development; business or
economic analysis; business or industrial financing; mobilization
planning; college or university teaching or research in business
administration, marketing and distribution, economics or related
fields.
