O'Connell City Clerk Building Dear Madam: This is in the matter of the application of Har -Mar Inc. for a permit for a drive -in restaurant facility on property located on the southeast corner of University and Beacon Avenues. The property is described as Lots 32 thru 39 inclusive, Howard Park Addition. The zoning is Light Industry. The property is presently being used as a used -truck sales lot and as indi- cated above, the applicant proposes to install a Henry's Drive -in facility on the site. The property has a frontage of 164 feet along University Avenue and 125 feet along Beacon Avenue, resulting in an area of 20,500 square feet. East and adjoining is a restaurant which fronts on University Avenue; west and across Beacon Avenue is the Minnesota Marine Sales and Service building; north and across University Avenue is the Midway YMCA and the Griggs Midway building; south and across a platted alley are single - family residences fronting on Beacon Avenue. These lie approximately 32 to 4 feet above the street grade of Beacon Avenue. Field investigation discloses no basic objection to the proposed develop- ment. The Highway Department has reviewed the proposed development and recommends approval of the proposed curb cuts along University Avenue. The Traffic Engineer recommends approval subject to no access to or from the adjoining alley. The site is presently vacant and the applicant proposes to develop it with a drive -in -type root beer stand and restaurant. The property has a fr6ntage of 91 feet along Concord Street and a depth of 90 feet, re- sulting in an area of 83190 square feet. East and adjoining is the Lawrence Upholstery shop which fronts on Concord Street; north across Concord Street are commercial uses; west and adjoining is vacant land, farther to the west are commercial activities fronting on Concord; south and adjoining is a large residence fronting on a driveway easement on to Concord Street. Field investigation discloses no basic objection to the proposed develop- ment. The Traffic Engineer and the Highway Department have reviewed and approved the plans which meet the standards for this type of facility. In consideration of the above factors, the Board of Zoning recommends the granting of the permit for a drive -in refreshment facility on the above described property in accordance with plans approved March 2, 1961.
