Gentlemen and Mad-m:
In accordance with your request, the Technical Committee has studied
the Riverview storm sewer problem, as reported and explained by Mr.
Avery, Chief Engineer of the Department of Public Works, and has also
considered the results obtained to date by negotiations which have taken
place between officials of the City of St. Paul and West St. Paul, the
two cities involved in the project.
Briefly, the problem is that the sewers in the Riverview district are
inadequate during even moderate storms with the result that storm water
from the bluffs of West St. Paul crowds the St. Paul sewers to over-
flowing so that basements in the lower area between South Wabasha and
South Robert Streets become flooded and, due to the hydraulic head from
the higher - level, storm water flows out of manholes and catch basins
and runs through the streets. Plans for construction of adequate sitbrm
relief sewers for this district were formulated as far back as 1930 and
were considered many times since until, in the 1953 United Improvement
Council Bond Issue program, an allocation of $967,000 was allocated for
this project. The-need for the sewer relief project becomes even more
acute with the proposed flood control project which cannot function
efficiently unless an adequate storm sewer system is constructed. The
total cost of the sewers to be built within the City of St. Paul is
• estimated at $2,359,500, of which $293,500 is for sewers that are of
exclusive benefit and use by the City of St. Paul, leaving the cost of
$2,066,000 to be shared by the two cities.
Analyzing the drainage areas in the two cities which will be tributary
to the jointly used portions of the sewer system, it is found that they. —
are approximately equal to each other and on this basis alone, without
considering other factors, an allocation of 50% of the cost to each city `
would be the normal procedure. However, in consideration of ,the, relative { •'x,,
benefits accruing to each city and the greater need of the sewer by the
City of St. Paul and other considerations discussed in the negotiations{
between representatives of the two cities, it was tentatively agreed A.;
that a reasonable compromise could be arrived at by allocating 44% of :
the cost of the jointly used sewers to West-St. Paul and 56% to St. Paul'.'' }'
On this basis, the cost - sharing picture would be as follows:
