OFFICE OF THE CITY CLERK COU CIL RESOLUTION- GENERAL FORM PRESENTED BY COMMISSIONE �lt�"`C19 l� :"„# ` � " *' RESOLVED, by the Council of the City of Saint Paul, that official cognizance hereby is taken and recorded of the well merited elevation of the Honorable James C. Otis, from the District Court of Ramsey County to the Supreme Court of the State of Minnesota, by virtue of the pertinent commendable appointment by the Honorable Elmer L. Anderson, Governor of said State; and RESOLVED, further that said Council, in its own behalf and in behalf of the citizenry of said City, hereby permanently records public recognition and high appreciation of the considerable public service consistently and effectively rendered in the promotion of justice by'said Honorable James C. Otis, both as Judge of the Municipal Court-of the City ,of -Saint Paul, and as District Judge of said District Court, at all times, characterized by his manifest comprehensive knowledge of law, erudition and exercise of judicial functions in the promotion of justice under law; and RESOLVED, further that said Council, in its own be- half and in behalf of'said citizenry, hereby extends sincere congratulations to said Honorable James C. Otis, upon his aforesaid highly merited elevation, and expresses confidence that his service and success as a member of the judiciary, will increase in his new post as Associate Justice of the Supreme Court of the State of Minnesota, and extends an ex- pression of commendation to the Honorable Elmer L. Anderson, Governor of said State, upon his aforesaid appointment and elevation of the Honorable James C. Otis to said Supreme Court Bench; and RESOLVED, further that the City Clerk hereby is directed to cause an engrossed copy of this Resolution to be -delivered to the Honorable James C..Otis, and to cause a duly certified copy of the same to be delivered to the Honorable Elmer L.
