08-1280. � CiTY Presented by Council File # OS--/a$C`� Green Sheet#3062195 RESOLUTION SAINT PAUL, MINNESOTA , � 1 WI3EREAS, To comply with the Metropolitan Council - Environmental Services method of 2 charging local governing bodies for Reserve Capacity Chazges, the Saint Paul City Council, 3 pursuant to Section 77.07 of the Saint Paul Legislative Code, adopted Resolution C.F. 260524 on 4 January 23, 1973 (Chapter A-b Administrative Code) as amended, which establishes Service 5 Availability Charges (SAC); and WHEREAS, The Metropolitan Council - Environmental Services has increased the unit charges for the year 2009 from $1,825.00 to $2,000.00 per unit; now therefore be it 10 11 12 13 14 15 16 RESOLVED, That Council Resolution C.F. 260524, adopted January 23, 1973, as amended, be and the same is hereby further amended so as to increase the SAC unit charge from $1,825.00 to $2,000.00 per unit for the year 2009; and be it FURTHER RESOLVED, That this amending resolution will take effect and be in force beginning January i, 2009. The MCES (or wholesale) SAC is paid to the Council on the same basis. The SAC funds we collect pay for the reserve capacity (unused) portion of the capital costs of the metropolitan wastewater system as specified in Minn. Statutes section 473.5 l7 (3). The Metropolitan Council has adopted a$175 increase in the MCES SAC rate effective Jaauary 1, 2G09. T};e new basic MCES SAC rate will be $2,OQ0 for atl Local Govemments. The MCES SAC rate to be paid by your Loca] Govemment to MCES is the rate in effect at the time of payment on the building or sewer cormection permit regardless of when the permitting process began. This expansion includes broadening the grants to include service line work and extending the duration of the grant program. Effective October l, 2008, grants will be allowed for private service line repair, rehabilitation or replacement. While the maximum grant per foundation drain disconnection project is $1,000 (limited to 50% of eligible costs), the maximum for service laterat work will be doubled to $2,000 (a]so 50% of eligible costs). The term of the program will be extended to 2011 (coinciding with the end of the III Surcharge Program) or until the tota( $70�,000 grant money is e�austed. Attached is a description of the offer including an application form. Receipt of these funds will not change your obligations under the I/I Surchazge Program but the results of this work will provide credits eligible to offset some of those surcharges. This rate is updated annually to reflect the new rates being chazged by Met Council for the coming year and Public Works really has no choice but to pay the new rate. Met CounciPs unit chazge to the Ciry is increasing from $1825 to $2000. Funds paid through these charges pay for the reserve capacity of the capital costs for the metro wastewater system.
