11BEREAS, the Northwestern bell Telephone Company has filed an
appeal under Chapter 61+.03, paragraph (g)-of the S t•. PaW- Legislative Code,
seeking permission to enlarge its °office building located on the northwest
corner of Fairview avenue and Palace Street in Saint Paul, in accordance
with plat plan -and architect's sketch•.heretofore submitted to the-City
Planning Board of the City of Saint Paul, approved February 16, 1961; be it
RESOLVED, by the Council of the City of 'Saint Paul that said
Northwestern Bell Telephone Company is hereby granted permissifta to
enlarge its office building -located on the northwest corner of -Fairview
Avenue and Palace Street in the City of Saint Paul in accordance with the
plat plan and architect's drawing heretofore submitted,t1it ted to the
following conditions:
1. The addition shall not be of a, 17teilght in excess of the
height of the present structure on said Companyl,s premises.
2. The Company.9 in constructing such addition, shall - comply
with all the provisions of law and City ordinances appli-
cable to such construction.

The City Council requested that you prepare a resolution granting the attached
appeal of Northwestern Bell Telephone Co. for permit to construct an addition
to their existing utility building at the northwest corner of Fairview and
Palace, on Lots 1, 2, 3, 4, Garfield Park Second Addition, in accordance with
plans approved February 16, 1961.

The Northwestern Bell Telephone Company requests permission
to enlarge its central office building located on the Northwest corner
of Fairview Avenue and Palace Street in St. , Paul, legally described as
Lots 1, 2, 3 and 4, Garfield Park, Second Addition, a residential zone.
This building houses dial equipment (the Midway 8 and 9 central
offices) which provides telephone service to businesses and residences in
the surrounding area. The present building is filled to capacity, and the
present dial equipment is approaching maximum. utilization. The building
addition is required, therefore, to provide space for dial equipment to
be added to take care of anticipated growth in this area.
We are enclosing two site plans, drawn to scale, showing
property lines and dimensions, location of streets, and the location and
size of the present building and the proposed addition. An architect's
preliminary sketch is also included which shows the building as it will
appear after the addition, except that a pitched tile roof will be used
over the new portion instead of the flat roof shown.
This appeal is made under Chapter 64.03, Paragraph G, of the
Legislative Zoning Code. We are enclosing our check for $30.00 to cover
the filing fee. Your early consideration will be much appreciated, as we
hope to start building in early spring.

This is in the matter of the appeal of the Northwestern Bell Tele-
phone Company pursuant to Chapter 64.03 paragraph "g" of the .
Legislative Zoning Code, to construct an addition to an existing
structure located at the northwest corner of Fairview Avenue and
Palace Street. The property is described as Lots 1, 2, 3, 4, Gar -
field Park, Second Addition. The zoning is "A" residence.
The original building was constructed on this site in 1922, and
enlarged in 1926 under Council File No. 64852. The building is
presently "L" shaped, and the addition proposed would result in
a rectangular building. The addition is necessary to provide
adequate service to the area.
The surrounding land uses are all residential. Field investigation
discloses no objection as the addition would only affect the ad-
joining residence to the north and would not be detrimental to
. that property.
In consideration of the above factors, the Board of Zoning recommends
the granting of the appeal to construct an addition to an existing
telephone building on the above described property in accordance
with plans approved February 16, 1961.
