R -3, the along the Upper Levee between Elm Street widening and extension of Shepard Road. Authority acquired the remaining lands in Following procedures which had previously been established between the Housing Authority and the city in the mat- ter of widening Rice Street and Rondo Street in the Capitol Approach area, negotiations have been conducted with the Housing Authority for an exchange of lands. The objects of these negotiations were to effect a transfer to the Authority of the portions of the city's acquisitions not required for the actual construction of Shepard Road and to acquire from the Authority those portions of their ac- quisitions lying within the right -of -way. 4 The prior procedures provided that the city and the.luthority would determine their acquisition costs, the areas of the parcels involved, the percentage of these areas re- quired to be transferred, and the sharing of the costs of acquisi- tion on an area basis. The results of these negotiations are sum- marized in Exhibit "XI attached. Also attached are Exhibits RB't and "Cu which relate to the conveyances necessary to effect the ex- change. The computations and the descriptions have been cross checked during the negotiations and result in a net figure of $19,110.60, to be paid by the Authority to the city. It is requested that you prepare the necessary resolution to consummate the exchange. The overall effect is to provide an additional width of 22 feet for Shepard Road with a flare -out at either end for suitable turning areas, an additional 20 -foot width to the 40 -foot street adjoining Lots 66 to 69, Upper Levee Addition, and to dispose of the surplus lands previously ac- quired by the city.
