4 WFiEREAS, the Council of the City of Saint Paul did approve the submission of the
5 FY2008 Consolidated Plan to the U. S. Department of Housing & Urban Development (HUD) on
April 2, 2008; and

WHEREAS, HUD is requiring the City to amend the Consolidated Plan in order to receive
Neighborhood Stabifization Program (NSP) funds being allocated to the City to address
abandoned and foreclosed homes; and
WHEREAS, the appropriate public hearing on the to the 2008 Consolidated Plan
Amendment has been held in accordance with the requirements of the U.S. Department of
Housing and Urban Development; now, therefore, be it
RESOLVED, that Mayor Chris Coleman, as Chief Executive Officer of the City of Saint
Paul, is hereby authorized and directed to submit the 2008 Consolidated Pian Amendment to the
U.S. Department of Housing and Urban Development in such form as prescribed by the
regulations of said Department; and be it
FURTHER RESOLVED, that the Mayor or his designated representatives, PED Grants
Management staff, are further authorized to submit to the U.S. Department of Housing and Urban
Development any assurances, certifications, technical changes or additional information that may
be required by said Department during their review of the City's 2008 Consolidated Plan
Amendment; and be it
FURTHER RESOLVED, that upon notification of approval of the City of Saint Paul's 2008
Consolidated Plan Amendment by the U.S. Department of Housing and Urban Development, the
Council does hereby authorize the proper City officials to execute the grant agreements and
contracts between the U.S. Department of Housing and Urban Development and the City of Saint
Paui; and be it
