A public hearing having been had upon the above improvement upon due notice, and the Council
having heard all persons, objections and recommendations relative thereto, and having fully considered
the same; therefore, be it
RESOLVED, By the Council of the City of St. Paul that the reeise nature, extent and kind of im-

provement to be made by the said City is. to construct new /sidewalk approximately in the
center of the boulevard on west side of Winthrop St. from Suburban. Ave. to Scenic
Place
and the Council hereby orders said improvement to be made.
RESOLVED FURTHER, That the Commissioner of Public Works be and is hereby instructed and
directed to prepare plans and specifications for said improvement, and submit same to the Council for
approval; that upon said approval, the proper city officials are hereby authorized and directed to pro-
ceed with the making of said improvement in accordance therewith.

Subject: Preliminary order #210382 for sidewalk on
the west side..of Winthrop Street from
Suburban.Avenue to Scenic.-Place.
Dear Sirs and Madam:
This sidewalk would be in .the public interest because
it would provide a paved connection, across,.the 'end of_
the block between sidewalks now existing on:Suburban
Avenue and on Scenic Place. There is now no such
connection; _
The northwest corner of Winthrop and Scenic is now a
school bus stop and the proposed sidewalk would eliminate
two street crossings for some the the elementary school
children.
Locatin# the sidewalk'as proposed; i.e., approximately
five fe t from the edge of the street, is logical andi
proper. It will provide the snow storage area required4.
for street plowing and also permit the adjoining property
owners access to their property as.intendedlby the devel-
oper. For example, the driveway and garage situation on
the southwest corner of Winthrop and Suburban.Avenues
is such that placing the sidewalk at the normal grade
and location would render the garage unusable.

The Commissioner of Public Works, having had under consideration the pre-
liminary order of the Council., known as Council File No. 201382 •,
approved_ Mar_ 28 19 61_relative to constructing new 5 ft,, sidewalk
approximately in the center of the boulevard on west side of Winthrop St. from Suburban
Aire, to Scenic Place,
and having investigated the matters and things referred to therein, hereby reports:
1. The estimated cost thereof is $ 0.52 per sq. ft, for mono* conc. walk 4" thick.
