Dear Madam:
This is in the matter of 1) the appeal of Irving Rein and Harvey L. Kaplan
to relax the density standards to permit a ten unit apartment building to be
constructed on a lot of insufficient area, and 2) an application :br a permit
for a ten car, private off - street parking lot accessory to the proposed apart-
ment building on property located on the south side of Randolph Avenue between
Lexington Parkway and Edgcumbe Road. The property is described as Lots 6
and 7, Howard Greene Addition. The zoning is commercial and has been since
tbe.adoption of�the ordinance'in 1922.
The site is presently vacant and the applicant is proposing to develop it as
indicated above. The property has a frontage of 80 feet along Randolph Ave-
nue and extends to a depth of 124.08 feet, resulting in an area of 9,926
square feet. Chapter 60.24 of the Zoning Code requires 1,000 square feet
per dwelling unit, the applicant proposes 993 square feet per unit, or a
deficiency of 74 square feet for the entire development. Directly west and
adjoining is a 7 unit apartment building fronting on Randolph Avenue; north
and across Randolph Avenue are single and two - family residences fronting-on
said street; south and across an unimproved public alley is a recently con-
structed single - family residence which fronts on Edgcumbe Road.
The Traffic Engineer has approved the parking lot plan which meets the standards
for this type of facility. The proposed development meets the building ground
coverage standards, but as pointed out above exceeds the density standards.
The proposed land use plan indicates the highest and best use for this pro-
perty would be for multi - family residential development.
In consideration of the above factors, the Board of Zoning recommends 1) the
granting of the appeal to relax the density standards to permit a ten -unit
apartment building to be constructed on a lot of insufficient area,. and 2)
the granting of the permit for a ten -car private off- street parking lot on
the above described property in accordance with plans approved May 4, 1961.
The Board further recommends the improvement of the alley adjoining in order
to obtain proper means of ingress and egress.

Minnesota, and Harvey L-, Kaplan, residing at 2437 Edgcumbe Road,
said city, appeal is made pursuant to Section 64.03 (b) St. Paul
Legislative Code from that portion of Sec. 60.24 of said ordinance
requiring a minimum of 1,000 square feet of land area for each
dwelling unit.
'Mr. Rein and,Mr. Kaplan are the owners of the following de-
scribed property /in St. Paul, Ramsey County, to -wit:
Lots six (6) and seven (7), Howard e Addition'
to the City Fof St. Paul;
which property is also described by street location as 1176 Ran-
dolph Avenue and is located on the south side of Randolph Avenue be-
tween Lexington Avenue and Edgcumbe.
The present use of the property is an old single family dwell-
ing building. The proposed use is a two and one -half story apart-
ment building consisting of eleven (II) rental units.
The purpose of the appeal is to permit the construction of said
eleven (II) unit apartment building on the premises following demoli-
tion or removal of the present single family dwelling. Need of
appeal is because the measurement of the two subject lots is 80 feet
by 124.08 feet totalling 9,926.4 square feet; and pursuant to said
Section 60.24 "a minimum of 1,000 square feet of land area shall be
provided for each dwelling unit." The proposed structure will be
70 feet by 48 feet, totalling 3,360 square feet of land area, leav-
ing sufficient and more than ample area for parking facilities. The
dwelling will otherwise conform to all provisions of the zoning ordi-
nance.

In a letter dated May 25, 1961 from the City Clerk's Office a com-
plaint regarding parking conditions in the vicinity of Randolph Ave. and
Edgcumbe Rd. was referred to the City Traffic Committee. On that date
the City Council approved an application for a ten car off - street parking
lot in connection with an apartment building on the south side of Ran-
dolph just east of Edgcumbe Rd.
We have investigated this area and find no special problems with re-
spect to parked Vehicles. Since the apartment building is provided with
one off - street space for each dwelling unit, we see no reason why the
condition should be aggravated by the construction of the apartment build-
ing.
