WHEREAS, the assessment of benefits, cost and expenses for and in connection with the above
improvement has been submitted to the Council for consideration; and
WHEREAS, the owners of the properry upon which the improvement has been made haue voluntarily
waived their right to a public hearing and appeal of said assessment by executed agreement and waiver, a copy
of which is on file with the Technical Services Division of the Department of Public Works; and
WHEREAS, the Council has considered and found satisfactory said assessment; now, therefore be it
RESOLVED, that the said assessment be and the same is hereby in all respects ratified; and be it
RESOLVED FURTHER, that the said assessment be and is hereby determined to be payable in
twen equal installments.

The Valuation and Assessments Engineer hereby reports to the Council the following as a statement of
the expenditures necessarily incurred for and in connection with the making of the above improvement, viz:
Total construction costs $ 247,511.00
Engineering and Inspection $ 0.00
Administrative Fee $ 4,950.00
TOTAL EXPENDITURES $ 252,461.00
Charge To: Assessments $ 252,461.00
Said ValuaUon and Assessment Engineer further reports that he has assessed and levied the total
amount as above ascertained, to-wit: the sum of $252,461.00 upon each and every lot, part or pazcel of
land deemed benefited by the said improvement, and in the case of each lot, part or parcel of land in
accordance with the benefits confened thereon; that the said assessment has been completed, and that hereto
attached, identified by the signahxre of the said Valuation and Assessment Engineer, and made a part hereof, is
the said assessment as completed by him, and which is herewith submitted to the Council for such action
thereon as may be considered proper.

The City has completed its first round of impmvements under the 2008 Pilot Facade Improvement Progratu. 1'he Northwestem
Building at 275 E. 4th St. has completed its facade improvements and the work has been inspected and approved by the Ciry. The
property owner now requests the assessment in order to pay the contractois.
Advanfages If Approved:
The property owner may receive payment for the improvements. The City will have the authoriry to assess for the improvement work.
Disadvanqges N Approved:
The City witl be expending funds now that may not Ue paid back in fitll (with interest) for 20 years.
Disadvanfages H Not Approved:
The property owner will be unable to secure city funding to pay for the itnprovemeuts. The City will not be in compliance with its
progam gui]delines.

consentagenda:
Resolution to approve an assessment for the Northwestern Building for the 2008 Pilot
Facade Improvement Program.
The resolution does NOT need to be on the public hearing agenda. The property owner
to be assessed has waived the right to a hearing, and our city attorney has approved
this approach. We did the same thing for the Tilsner Building, whose assessment was
approved in mid-October.
