PEACE, HEALTH, AND SAFETY.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That the Zoning Code, Chapters 60
to 64, inclusive, of the Saint Paul Legislative Code,
pertaining to Use Districts, Height Districts, and Rezoning
of certain properties in the City of Saint Paul, as amended,
be and the same is hereby further amended so as to rezone
the following described property from "B" Residence District
to "C" Residitbe '.District, to -wit:
Lot 60, Wilkin & Heywards Out
Lots to St. Paul, except the west
320 feet thereof and except the
east 100 feet thereof, being lo-
cated at the southeast corner of
Maryland Avenue and Norton Street..
Section 2. This ordinance is hereby declared
to be an emergency ordinance rendered necessary for the
preservation of the public peace, health and safety.
Section 3. This ordinance shall "take effect andl
be in force upon its passage, approval and publication.

Dear Madam:
This is in the matter of the petition of Anthony R. George to rezone
from "B" residence to "C" residence property located at the southeast
corner of Maryland Avenue and Norton Street. The property is described
as Lot 60, Wilkin and Heyward's Outlots, except the west 320 feet there-
of and except the east 100 feet thereof.
On-April 4, 1961, the Commissioner of Finance reported the petition
sufficient with the owners of 4 of a possible 6 (66 2/3%) tracts of
land within the required 100 foot radius having signed the petition.
On June 11, 1959, the City Council considered a petition to rezone the
above described property and denied same. However, the applicant re-
quested a rehearing and it was set for July 8,1959. Before the bearing,
the petition was declared insufficent due to some of the signers with-
drawing their names.
The site which is presently vacant has a frontage of 154.5 feet along
Maryland Avenue and 101 feet along Norton Street, resulting in an area
of approximately 15,605 square feet. The applicant has indicated that
he intends to develop it with an apartment use although no specific
plans have been presented. North across Maryland Avenue is vacant land,
zoned commercial; east and adjoining is a single - family residence which
fronts on Maryland Avenue; south and adjoining is vacant land; west
and across Norton Street is a single - family residence which fronts on
Maryland Avenue.
The Board of Zoning considered this matter at their regular meeting,on
May 4, 1961. It is their opinion that an apartment development on this
site will serve as a buffer between the commercial uses to the north
across Maryland Avenue and the single - family residences to the soutb.
It is the recommendation of the Board of Zoning that the petition to
rezone the above described property from "B" to "C" residence be granted.
