08-1255CITY Presented by Council File # bg - � a� Green Sheet # 3062855 RESOLUTION � � 41N�,PAUL, MINNESOTA 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 WIiEREAS, the City Council has adopted as official City policy the redevelopment of brownfields in the Lower Phalen Creek azea mto a nature sanctuary in several chapters of the Comprehensive Plan, including the Summary and General Policy (adopted March 24, 1999), the Land Use Plan (adopted March 3, 1999), the Mississippi River Corridor PZan (adopted Mazch 14, 2001), The Parks and Recreafion Plan (adopted January 9, 2002), and the Transportation PZan (adopted January 9, 2002);and WHEREAS, a 27 acre brownfield purchased by the City of Saint Pau] in the Lower Phalen Creek area has been cleaned up and redeveloped into the Brnce Vento Nature Sancmary, with the use of $400,000.00 in United States Environmental Piotection Agency funding; and WI3EREAS, the City, working cooperarively with the Trost for Public Land and with the support of community organizations includmg the Lower Phalen Creek Project, has recently acquired property located at 293 Commercial Sheet in Saint Paul for the purpose of assembling land to extend the nature sanctuazy boundaries which will provide for the future conshuction of a nature interpretive center facihty; and WHEREAS, this new property has had an environmental siudy prepazed which located areas of contaminahon on the site requiring cleanup ancUor removal; and WHEREAS, the cost of cleanmg up the contamination on the site is estimated at approximately $200,000.00; and WHEREAS, The United States Environmental Protection Agency provides funduig through its Brownfield Cleanup Grant Program; and NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Saint Paul, Minnesota, that the Mayor of the City of Saint Paul is hereby authorized to apply for a$200,000.00 Brownfield Cleanup Grant to remediate hazazdous substances exlsting on the property; and BE IT FURTHER RESOLVED, that upon approval of its applicarion, the City may enter into an agreement with the United States Snvuonmental Proteckion Agency for the above referenced project and that the Mayox of the City of Saint Paul is hexeby authorized to execute such agxeements as are necessary to implement the pxoject.
