COUNCIL RESOLUTION — GENERAL FORM PRESENTED BY COMMISSIONER DATE RESOLVED, that First Evangelical Free Church be permitted to install and operate a private off- street 67 -car parking lot on the south side of Hoyt Avenue between Dieter and Barclay Streets, on Lot 2, Ide's Outlots, in accordanee with plans approved April 20, 1961, sub- ject, among other things, to the installation and maintenance thereon of barricades or fences approved as to size, type, and location by the Commissioner of Parks and Recreation and Public Buildings, by and at the expense of said permittee, and subject to compliance with the provisions of .all ordinances governing the operation of parking lots and to the condition that the sidewalk -abutting said premises be kept clean and free of ice and snow -at all times. O'Connell City Clerk Building Dear Madam; This is in the matter of the application of the First Evangelical Free Church to install and operate a 67 car private off - street parking lot on property located on the south side of Hoyt Avenue between Dieter and•Barclay Streets. The property is described as subject to Hoyt Avenue, Dieter and Barclay Streets, Lot 2, Ide's Outlots lying between Dieter and Barclay Streets. The property is zoned "A" residence and has been since the adoption of the Zoning Ordinance in 1922.- The site is presently vacant and the applicant proposes to construct a new church building and a 67 car private off- street parking lot accessory thereto. This property has a frontage of 242.5 feet along Hoyt Avenue, 254 feet along Barclay Street and 278 feet along Dieter Street, resulting in a total area of approximately 64,345 square feet, or 1.5 acres. Across Hoyt Avenue to the north is the Frost Lake Public School site. There is considerable vacant land in the area and the balance of the property is developed with singlefamiiy residences. The Traffic Engineer has approved the plan which meets the standards for this type of facility. Field investigation discloses no basic objection as the applicant's plan indicates that prpper set backs and planting will be provided to adequately protect the adjoining and future residential uses and to screen the parking lot. The Board of Zoning considered this matter at their regular meet- ing on April 20, 1961, and, inasmuch as the plans comply with the design standards, recommend the granting of the permit for a 67 car private off- street parking lot on the above described property in accordance with plans approved April 20, 1961.
