IT ENACTED BY THE LEGISLATURE C'• TIZ STATE OF MINNESOTA: Section 1. I;aws 1959, Chapter 690, Section 3, is amended to read: Sec. 3. Subdivision 1. The said City, for the purpose of providing moneys for the payment of its severance pay obligations under any such ordinance, hereby is authorized and empoviered, by resolution of its Council, in addition to all other posers possessed by said City and in addition to and in excess of any limitation upon the amount it is other:•iise authorized by law to levy as taxes, to levy taxes annually not exceeding in any one year an amount equal to 35/100 of one mill upon each dollar of the assessed valuation thereof, upon all taxable property in said City, exclusive of T.oneys and credits, which taxes as levied shall be spread upon the tax rolls, and all collections thereof shall be paid into the treasury of said city, therein to be allocated therefor and to be disbursed and expended by said city in payment of any such city severance p -y obligations and for no other purpose. The said disbursements and expenditures by said city for payment of such city severance pay obligations hereunder shall not be deemed to constitute any part of the cost of said city's government within the meaning of any Statutory or Charter linitation on said city's expenditures. This subdivision shall be in effect on ,;uly 1, 1963 and shall be of no force and effect prior to that date. Subd. 2.
