Saint Paul that certain new sewers be constructed
which will permit existing public sewers and
utility easements along vacated 13th and 14th .
Streets in said Lot 1, Block 2 of tY�e Eastern Area
Addition of the City of Saint Paul to be abandoned
or removed.
"BE IT FtT�THE� AESOLVID, That the City of
Saint ,Paul. prepare plans, specifications and bid
proposals for the construction of the contemplated
sewers, advertise for and receive bids through�the .
City Purchasing Agent and award contract for their
construction, supervise aMd inspect their con- I
struction, provide for their operation and mainte-
nance, an.d complete their construction on or before
October 15, 1961.

WHEREl,.S, The Hospital Facility Building Commission of the
City of St. Paul and County of Ramsey is acquiring Lot l, Block 2 of
the Eastern Area Addition, Saint Paul, Minnesota, and
WHFREAS, There exist across this property certain utility
easements along vacated 13th and 1�Fth Streets which were retained by
the City of Saint Paul at the time of vacation of said streets, and
�
W�IL:REAS, It is necessary that these existing public sewers
within the above described utility easements be removed in or er that
the Hospital Facility Building Commission of the City of St. Paul and
County of Ramsey might utilize said property for hospital construction,
and
WHERFAS, Article II 2. (II) (b) (i) page 7 of the La.nd
Contract dated Ju1y 29, 1960, as amended November 23, 1960, and
January 25, 1961, between the Housing and Redevelopment Authority of
the City of Saint Paul and the Hospital Facility Building Commisaion
of the City of St. Paul and County of Ramsey required that said
Authority without expense to the Redeveloper or public assessment
install and relocate the sewer drains in Lot 1, Block 2 of the
Ea.stern Area Addition of the City of Saint Paul, Minnesota,

•BE ZT RESOLVID, That said Housing Authority be relieved
of its obligation to install and relocate such sewer drains in
Lot 1, Block 2 of the $a.stern Area Addition of the City of Saint
Paul, Minnesota,
SE IT FURTI-�R RFSOLVED, That the Hospital Facility Building
Comrnission of the City of St. Paul and County of Ramsey agree; with
the City of Saint Paul that certain new sewers be constructed� which
will permit existing public sewers and utility easements along vacated
13th and l�+th Streets in said Lot 1, Block 2 of the Tastern Area
Addition of the City of Saint Paul to be abandoned or removed.

City Purchasing Agent and award contract for their construction, supervise
and inspect their construction, provide for their operation and maintenance,
and complete their construction on or before October 15, 1961.
� BE IT FURTI�R RE.SOLVED, That the City of Saint Paul pay
59°e of the estimated total cost of constructing the sewers, including
engineering and inspection, which total cost is presently estimated at
$81,700.00. �
HE IT FURTI�,R RESOLVED, That the Hospital Facility Building
Commission of the City of St. Paul and County of Ramsey pay �-1� of the
estimated total cost of constructing the sewers, including engineering
and inspection, said present estimated total cost being $�1,700.00.

BE IT FURTHER RESOLVED, That upon completion of the
contemplated sewers under this Agreement that the City of Saint Paul
relinquish all rights to use the existing utility easements in vacated
13th and l�+th Streets in Lot 1, Block 2 of the Eastern Area Addition
to the City of Saint Paul for sewer purposes, and that the existing
sewers in said easements be abandoned in place.
BE IT FURTHER RFSOLVED, That the Hospital Facility �Building
Commission of the City of St. Paul and County of Ramsey allow the City
of Saint Paul access to Lot 1, Block 2 of Eastern Area Addition of the
City of Saint Paul for the construction of said contemplated sewers .
BE IT FURTHER RESOLVED, That the Hospital Facility Building
Commj.ssion of the City of St. Paul and County of Ramsey grant to the
City a permanent easement of 20 feet in width for the construction,
operation and maintenance of the public sewers hereunder, the center
line of said easement running parallel to and 80 feet southerlylof
the center line of vacated 13th Street and extending completely across
Lot 1, Block 2 of the Eastern Area Addition, Saint Paul, Minnesota,

This revises the Redevelopment Plan for the Eastern Redevelopinent Project U.R.Minn.
1-1 previously adopted by the Housing and Redevelopment Authority of the City of
Saint Paul, Minnesota, on February 5, 1952, and approved by Resolutiori of the Common
Council of the City of Saint Paul, Minnesota, on March 6, 1952, (Counlil File No.
159030}, and amendments thereto adopted by the Authority on February �0, 1953, (Coun-
cil File No. 163108). This revision constitutes a reaffirmation and ieadoption of
the original Redevelopment Plan, as amended, retaining all essential ilements of the
original Plan providing, however, for the following changess
1. No changes have been made in the Project Area or in the project bo�undaries,
except to correct the boundary description to include the land in fsaid Pro-
ject Area intended to be included by the boundary description of slaid Rede-
, �
velopment Plan and to include only that land acquired or intended 'lo be ac-
quired by the Authority as part of said Project Area. Said corrected boun-
dary description now ir�cludes a small rectangular tract of land prlviously
�
acquired by the Authority situated north of Valley Street between ihe bo un-
daries of the Eastern Redevelopment Project Area and the Mt. Airy Low-rent
Housinq Project Area, and excludes a small rectangular tract of lai�d situ-

ated at Twelfth and Temperance Streets which has not been acquired and is �
not to be acquired as part of the Project Area.
2. This Revised Plan substantially changes the land uses specified inithe ap-
proved Redevelopment Plan for said Project Area and contemplates the dis-
position of land in the Project Psea for the following uses:

a tract of land proposed to be designated as Parcel 1 contain-
ing approximately 18 acres to be sold to the Ancker Hospitall

Building Commission for the construction thereon of a new public
hospital facility;
a tract of land proposed to be designated as Parcel 2 contai -
ing approximately 9 acres to be dedicated to the Depa

Education and Department of Parks and Playgro unds of the Cit�

a tract of land proposed to be designated as Parcel 3 contaii-

of Highways, State oP Minnesota, for construction of the Inter-
State Highway System;
the remainder of the Project Area is to be dedicated ta the Ci�y of
Saint Paul and to be used for public street purposes within thi Pro-
ject Area. A strip of land lying along Jackson Street to be used
for the widening of Jackson Street will be sold to the City of Saint
• Paul.
These changes have not been adopted as a second separate set of amendments
to the original Plan, but have been incorporated into a completelrevision
and consolidabion of the Plan into one document to eliminate the Ineed for
reference to scattered documents duly prepared and adopted over I period of
time. All maps, charts, narrative statements and other material �heretofore
submitted as part of or in support of the Redevelopment P lan for the East-
ern Redevelopment Project U.R. Minn. 1-1, previously duly approvid and amended
(said maps, charts, narrative statements and other material being now on file

. B. i'LANNING PROPOSALS .
, . 1. General
This P lan provides for the redevelopment of the Pro3ec� Area i�n
accordance with the provisions of the Minnesota Municipal Hous-
ing and Redevelopment Act as amended. It includes thelacquisi-

2. SpecifiG Planning Proposals �
a. Right-of-ways and Streets
(1) Major Streets and Highways - Portions of three
principal transportation routes will be built
within the Pro,ject as indicated on Map A, "Pro-
,ject Area Plan" and Map B, "Street Ad,justments
Plan".
(a) One is the street which is indicated as
entering the Pro3ect Area from the west
at Jackson Street and leaving the Area
. to the northeast at Fourteenth Street,
(b) The second major transportation facili-
ty to touch the Project is an east-west
and also north-south section of the Fed-
eral Interstate Highway S�stem.
(c) The third major transpor tation facility
improvement is Jackson Street.
(2) Local Streets - A number of internal street ad-
justments will be made to reduce traffic contlicts
within the area and with bordering streets while
at the same time providing adequate access to all
areas within the Pm ject requiring such access and

(3) Lighting - Existing facilities and easements
for street lighting will be eliminated and
new facilities and easements created to pro-
vide a standard of lighting suitable far the
normal use of the reuse parcels.
b. Zoning Plan •
The zoning classificatior�s and plan proposed for the
Pro,ject are shown on Map F, "Zoning Plan". The pro-
posed zoning is in accordance with the General Plan�
for the Central Area and the Preliminary Land Use Plan
fox fihe City as approved by the Planning Bo ard.
c. Regulations and Controls to be Applied
The purpose of these regulations and controls is to
insure that the land uses will be harmonious; to pro-
vide for the proper arrangements of buildings, open
space and parking; to insure that the buildings are
well designed and in harmony with the character of
the entire project; and to prevent an adverse effect
on the future development of the surrounding area.
It is intended that these requirements supplement but
not supplant off�cial codes, ordinances and other
legal contzols of the City and State.

These requirements shall be made binding upon all purch asers of P�ject land,
their heirs and assigns thro ugh contractual agreement, deeds, covelnants and

other instruments and means as the Authority shall find desirable ir necessary.
The requixements shall be effective for a period of 40 years from the date on
which this Plan is approved by the Saint Paul City Council.
In order to deterraine that the Building Requirements will be comp�ied with,
the Authority will require prospective developers to submit such Ilans, speci-
fications, drawi.ngs or other information as it deems necessary or ldesirable
prior to the sale of Pro ject la nd. When approved, thesa plans maiy be incor-

POST OFFICE - One (1) parking space for each
two (2) emp2oyees plus additional parking
space to accomnaodate all trucks and other
vehicles used in connection with the opera-
tion.
SCHOOL ^ One (1) parking space for each ten

CITY HALL - Three (3) parking spaces plus

two hundred (200) square feet of floor area
devoted to office use in excess of one thou-

lowing factors: The number of employees
driving cars, the number of patrons or visi-
tors who are likely to come by private vehi-

facilities provided within the park or play-

1. Relationship to the General Plan
This revised Redevelopment Plan conforms to the General Plan
of the City of Saint Paul as to land use, coaanunity facilities
and transportation and circulation. It is coordinated with
the City's public improvement program and with zoning aid sub-
division regulations.
The accepted City Plan for the Central Area of Saint Pail calls
for development of the area immediately around the StateiCap i-

Center. The Eastern Redevelopment Pro,ject is situated s].ightly

Fifteenth Stree� right-of-way to Fourteenth Street, the iiden-
ing of Jackson Street and the construction of the Interstlate

Highway are in accord with the transportation and circulation
plan considerations for the Central Area of the City.
2. Relationsh3p to Local Community Objectives
This plan is in conformity with long standing local community

objectives. It is part of a coordinated program for the ie-
maval of slums and blight and the rene��al of the City�s c In-
txal area. The program for renewa l o f t he cen tra l area ii
cludes State and City land clearance for the Capital Approlach
in addition to two �ederally aided Title I Redevelopment Pro-
jects and the Mt. Airy Aomes Public Housing Pro ject, all pz�o-
3ects of the Authority.
Specifically tha Plan provides for the followings
a. �t provides for �he clearance, replanning, reconstruc-
tion an� modernization of a substandard area.
b. Tt provides opportunity for the achievement of the Plan
by returning cleared land to its best use. `
c. It pexmits the benefits of nearby public improvements
incl uding the Cap itol Approach, the Interstate Hi�ghway
and the Jackson Street improvements and the extension
of University Avenue to extend over a wide area.
d. It contributes �o the provision of a safe economical

e. Through Land Use and Building Requirements, it raises
the standard of protec�ion of the public health, safe-
ty and welfare.
f. It permits the planned use of the Project's strategic
location, near the central business district and ad,ja-
cent to the State Capitol and major transportation

g. It is in accord with and helps to carry out the Cen-
tral Area Plan and the Preliminary Land Use Plan, as
prepared by the City Planning Board.
D. SITE PREPARATION PLAN
1. Sewer and Water� The general location of easements for sewir
and water lines, including those existing and to be abandoned
or provided, are shown on Map C, '�Sewer Plan" and Map D, "Wlter
System Plan", respectively.
2. Private Utilitiess Proposed adjustments to be made in privlate
uti lities and utili.ty easements are shown on Map E, "Private
Utility Ad,justments Plan".
E. OTHER PROVISIONS NECESSARY TO MEET STATE AND IACAL REQUIREiV�NTi
1. Discrimination and Segregation: A11 conveyance and leasesiby
the Authority shall contain a covernant running with the lind
and forever binding on the grantee or lessee, his successois,
heirs, representatives and assigns, that no discriminationl
and�or segregation against any persons or gro ups of persons
on account of race, creed, religion, national origin or anl
cestry, shall be pxacticed or tolerated in connection withl
the sale, lease, sub-lease, transfer, use or occupancy of
such land and�or its development, and that, in the event if
any breach of such covenant, a legal or equitable action to
enforce such covenant or to obtain damages for its breach
may be brought by the Authority or its successor or succei-
sors or any person or persons segregated and�or discrimin-
ated aga�nst in violation of the covenant.
2. Relocation Resources and Plans The findings and proposals

of the Relocation Plan (dated 1952), as attiended, are hereiy
reaffirmed. The Autho r�.ty accepts its responsibility und'er .
the State and Federal law for the relocation of displace

3. Financial Plans It is required under State law that a fi�an-
cial plan accompany the submission of a Redevelopment P1an to
the governing body of a municipality. The findings and pro-
posals of the Financial Plan originally submitt�d in 195�,I
as revised from tims to time and approved by the Admini'stia-

tor of the Ho using and Home Finance Agency are hereby reat-

firmed. Any future revisions of the Financial Plan will ac-
company the Redevelopment Plan when submitted to City Co I-
ci 1 for approval.
F. OFFICIAL AND RELATED ACTIONS REQUIREi7
1. The Authority will take action, whe re it has not already done
so, to accomplish this P1an.
a. Acquire lands necessary to carry out this Redevelopment
Plan including that owned by the Zion Society for Israel.
