conferred thereon; that the said assessment has been completed, and that hereto
attached, identified by the signature of the said Valuation and Assessment Engineer,
and made a part hereof, is the said assessment as completed by him, and which is
herewith submitted to the Council for such action th reon as may be considered

Properly owners or renters create a health hazazd at various times throughout the City of Saint Paul when their property is not kept up.
The City is required by Ciry code to clean up the property and charge the property owner for the clean up.

Laid over Summary Abatement Assessments:
70806B Emergency boarding and securing, and boazding of vacant buildings in July, 2008
686 Miimehaha Avenue West (J0806B) — refened back by Council on October 15 (note: the
owner missed the Oct. 7 and 21 hearings; this is the third hearing and will not be
rescheduled). On November 5 Council Public Hearing
NIr. Magner stated that there was a fire at the property on July 20, 2008 in which the Fire
investigator or captain called the City's boazding contractor at 5:15 a.m. to secure the building.
According to the file, the charge was for the emergency irip, securing the front and back door, and
boazding five windows. The total cost of the assessment was $453.85.
Gary Blaske, property owner, stated that he didn't understand why he was being charged for the
boazding as he believed the Fire Department had done the work and that he wouldn't be charged.
Ms. Moermond asked Mr. Blaske whether he had filed a claim for the fire with his insurance
company. Mr. Blaske responded that he had. Ms. Moermond explained that since there had been a
fire at the property, the Fire Deparhnent could not leave the scene until the building was secured.
She told Mr. Blaske that he should submit the charge far the boarding to his insurance company and
that they should pay the cost for the boarding. Ms. Moermond recommended approving the
assessment.
