On- 22, 1961, a public hearing was held respecting rezoning of Lot
One (1) and Two (2), Block Three (3), College Park from a "B" Residenc
District to a "C" Residence District. At said time there was a vote o
three for and three against the rezoning on a motion made by Commissio
Frank Loss. We wish to request the Council's reconsideration of this
matter and submit the following pertinent facts.
The property is located on the southeast corner of Roblyn and Fry Streets
and consists of two lots for a total area of 10,089 square feet. The
nine unit apartment building premises proposed to be located on this site
is now situated on the corner of Aldine and St. Anthony Avenues and has
been purchased from the highway department for moving and relocation.
These building premises are structuraly sound and have been certified by
the city engineer as suitable for relocation.

The Zoning Board recommended the granting of the petition for rezoning I
and you will find that the future land tise:� plan adopted by the Planning
Board as a guide shows this land as most suitable for "C" Resident use.
We submit that the request for rezoning is a reasonable one and request
that appropriate-'action be taken for further consideration of the matter
by the Council,.
If the Council desires to have any additional information submitted we
will be happy to submit same to you. We wish to assure you that the
proposed relocation and reconstruction of the apartment building will be
'accomplished expeditiously and in compliance with all code requirements
as well as any other specific reconstruction conditions you feel necessary
to impose on the relocation of this building.

Gentlemen:
We,the following property owners, petition the City of St. Pau:
Council not to approve the re- zoning of the property located'a•
1630 Roblyn Avenue to Class "Oil.
1961
We oppose this re- zoning of this area as it now consists of single
dwelling type homes. If any larger multiple type constructionlis
allowed to be located on this property it definitely will not oonform
to the homes in this area. We feel this will de- valuate our property.
We feel there will be a parking problem even if "off street" parking
is provided. The Freeway has taken much of this area property,) therefore,
we feel we have suffered enough without having our property re -zoned and
subject to having a large old building placed in the middle of 'our homes.
We further feel that even a new multiple dwelling would still not fit in
with our present homes and it would not be to our mutual benefit in having
this property re- zoned. The lot in question for re- zoning is the last lot
In this area, therefore, rezoning would be for one purpose and that being
to allow only one multiple dwelling in this area.
We are not objecting or trying to prevent any person or persons from
moving or building on this property as long as the house or building
would comply with the present zoning but we do strongly object to re- zoning
this property to Class licit

TO: City of St. Paul Planning & Zoning Commision
Gentlemen:
We, the following adjacent property owners, petition the
St. Paul City Planning & Zoning Commission not to re -zone
the property lacated at 1630 Roblyn Avenue.
We have seen the building now located at St. Anthony and
Aldine Sts. and we object to it being moved to the corner
of Roblyn and Fry Sts, and the subsequent re- zoning of ,
same because of the parking problem this will create. We
further feel this building will tend to de- valuate our
property. We feel that re-- zoning this property is not to
our mutual benefit.
We further feel that there is not a 2/3 elligible majority
of property owners requesting the re- zoning of this property.

Gefttlemen:
%ie, the following property owners, petition the City of St. Paul
Council not to approve the re- zoning of the property located at
1630 Roblyn Avenue.
,After careful examination and re- considering the previous petition
submitted to us, we wish to advise the Council that we request that
our names be dropped from the previous petition asking for the'
,re- zoning of this property. We have seen the building now located
at St. Anthony Street and Aldine Streets and we object to it being
moved to Roblyn Avenue and Fry Streets and consequent re- zoning of
same because of the , parking problem this will create. 'We further
feel that this will tend to de- valuate our property. We feel that
re- zoning this property is not to our mutual benefit. We object to i
re- zoning thi8 as this Bldg. doesnot fit in with our homes in this area.
Had all the facts been honestly presented, we would not have signed
the previous petition for re- zoning.

This is in the matter of the petition of Ella Stucky to rezone from
itB" residence to "C" residence property located at the southwest cor-
ner of Fry Street and Roblyn Avenue. The property is described as
Lots 1 and 2, Block 3, College Park Addition and has been classified
in the t1B11,residence district since the adoption of the Zoning Ordinance
in 1922.
On May 15, 1961, the Commissioner of Finance reported the petition
sufficient with the owners of 11 of a possible 15 (73.3 %) tracts of
land within the prescribed'100 foot radius having signed the petition.
The site is presently vacant, and if rezoned, the petitioner proposes
to move a nine -unit apartment building on to the site with off- street
parking accessory thereto. This property has a frontage of 76 feet
along Roblyn Avenue and 132.75 feet along Fry Street, resulting in an
area of 10,089 square feet. North and across Roblyn Avenue is Interstate
Freeway #392 right -of -way; west and adjoining, and for the remaining part
of the block are single - family residences; south and across a public
alley are single and two- family residences fronting on Carroll Avenue;
east and southeast across Fry Street are single- family residences front-
ing on Roblyn and,Carroll Avenues.
The Board of Zoning considered this matter at their regular meeting on
June 1, 1961. It is their opinion that, based on the preliminary Land
Use Guide Plan, that this property is best suited for multi - family resi-
dential use and that it would be improbable that this land would be
developed for single or two - family use. While not immediately adjoining,
there are industrial and multi - family uses in the area.
Therefore, the Board of Zoning recommends the granting of the petition
to rezone the above described property to a "Ct1 residence district.
