TO: The Honorable Mayor and Members of the City:Council of St. Paul
We, the undersigned property owners and residents, wish to go on
record as being opposed to the application of Paula J! Christopher-
son for a permit for a Drive -In refreshment operation!on the
northwest corner of California and Dale St. (File 15415 )
Our reasons are as follows: -3
1. There are approximately 20 to 30 children below the age of
12 years within a block radius of the proposed Drive -In.
The increased traffic on our streets would greatl� endanger
the lives of these small children. We have had several
near tragedies in the past years due to children crossing
even these peaceful streets. I.
2. Our alleys, which have been put in and paid for w�,'th our
tax assessments, are situated so that they would ecome
public thoroughfares for cars leaving the Drive -I'.
3. The late hours would create a public nuisance with motors
starting up, horns blowing, screeching tires, cut-outs,
hot- rods,.etc.
4. Even though litter cans are provided at all Drive -Ins, a
person need only drive by any one of them to see the addi-
tional litter of cups, straws, napkins, etc. which ends up
in the gutters, on the boulevards, and in neighborng.,yards.
5. We all bought our homes in this area believing it to be a
better -class residential neighborhood, as our taxep will
testify, and we believe the operation of a Drive -In would
greatly depreciate our property value.
We therefore respectfully request the Mayor and City Council U
to deny this permit. t

Dear Madam:
This is in the matter of the application of Paula J. Christopherson
for a permit for a drive -in refreshment operation on propertylocated
at the northwest corner of California Avenue and Dale Street. The
property is described as the south 35.33 feet of Lot 29 and all of
Lot 30, Block 1, Lanes North Dale Park. The zoning is commercial
and has been since August 17, 1956.
A portion of this property is developed with a small restaurant build-
ing which was constructed in approximately 1954. The applicant pro -1
poses to convert the existing restaurant facility to a drive -in type
restaurant and to surface the remaining part of the site for off -stree
parking purposes. The property has a frontage on North Dale Street of
80.33 feet and 127.8 feet on California Avenue resulting in an area of
approximately 10,266 square feet. East and across Dale Street is the
Elmhurst Cemetery; north and adjoining is the Northern States Power
Company substation; west across a public alley are single - family res-
dences fronting on California Avenue; south across California Avenue
is a single- family residence fronting on Dale Street,
The Traffic Engineer has approved the plan whichaeets the standards
for this type of facility and which includes the recommendation of
the Traffic Engineer and staff concerning driveways. Field investi-
gation discloses no objection to tbe'proposed use as it is a continuance
of an existing use.
In consideration of the above factors, the Board of Zoning recommends
the granting of the permit for a drive -in refreshment operation on the
above described property in accordance with plans approved July 13, X1961.
