be permitted to install and operate a new gasoline filling

Merrillts Division of Rice Street,Villas, in accordance with
plans approved July 13, 1961, filed herewith, the installation

to be under the direction and to the satisfaction of the Commis-
stoner of Public Safety, and subject to the condition that
said permittee shall sod and improve the embankment and other
topographical conditions of the subject premises in a manner
approved by the City-Architect; and subject further to the
condition that the sidewalks abutting said premises be kept
clean and free of ice and snow at all times. Whenever the
Council may determine that said station constitutes a traffic
ti
or fire hazard, this permit may be revoked.

application of Clark Oil and Refining Co. for permit to install and operate

This is in the matter of the application of the Clark Oil and Refining
Company for a permit to install and operate a new filling station on
-property located at the northeast corner of Hoyt Avenue and Rice Street.
The property is described as Lots 15 thru 20, Block 8, Merrill's Divi-
sion of Rice Street Villas. The zoning is commercial. -

This property-is presently vacant and has a frontage of 150 feet on Rice
Street and 122.5 feet on Hoyt Avenue, resulting in a total area of 18,375
square feet. West and across Rice Street are two single-family residences
which front on Rice Street; south across Hoyt Avenue is a single - family
residence which fronts on Rice Street; east and adjoining is vacant pro-
perty, farther east is a single - family residence which fronts on Hoyt
Avenue; north and adjoining is vacant property, farther north is a coin -
operated ice house.
The Traffic Engineer has approved the.plan which meets the standards for
this type of facility. Field investigation discloses no basic objection
to the proposed use as the zoning is proper and the proposal conforms
with all the required standards.
In consideration of the above factors, the Board of Zoning recommends
the granting of the permit to install and operate a new filling station
on the above described property in accordance with plans approved
July 13, 1961.

r In regard to the application made by the Clark Oil and Refining
Corporation for permission to install and operate a new filling station
to be located at the northeast corner of Rice Street and Hoyt Avenue.
They wish to install three pump islands and two 6,000 gallon
underground gasoline storage tanks.
We have investigated the foregoing and report that this installa-
tion will be made in accordance with the rules and regulations of the
National Board of Fire Underwriters and the St. Paul Fire Prevention
Code.
