County of-Ramsey, State of Minnesota, concurred in by
Housing and Redevelopment Authority of the City of St. Paul,
Minnesota, for the granting and issuance, by said Council,
of a Special Use Permit for the construction by said
Commission, in behalf of mLd City and County of a joint
City and County Hospital on that certain tract or parcel,
of land classified and zoned in a "C" Residence District,
under and by -the Zoning Code, Chapter 60 -64, inclusive,
of theSt. Paul Legislative Code, as amended, and located
in the City of St. Paul, County of Ramsey and State of
Minnesota, described as follows:
Lot One (1), Block Two (2), Eastern
Area Addition, Saint Paul, Minnesota,
according to the plat thereof on file
and of record in the office of the
Registrar of Titles in and for said
County and State,
and for the maintenance and operation of the same thereon
thereafter by said City and County, said Council hereby
determines that the construction,'maintenance and operation
of said proposed joint City and County Hospital, thereon, are
required as a matter of public necessity and convenience
particularly to the community of said City and said County,
and said Council hereby further determines that neither the
construction, nor the maintenance, nor the operation of said
proposed joint City and County Hospital thereon would be
detrimental to the health, safety, order, convenience,
prosperity or general welfare of said community or district
and that the same, on the contrary, would promote, conserve
and protect the public health, safety, order, convenience,
prosperity and general welfare of said community and district;:.

Dear Madam:
This is in the matter of. the appeal of the Hospital Facility Building
Committee to construct and operate a new City and County Hospital on
property located on the south side of University Avenue at Jackson
Street. The property,is described as Lot 1, Block 2, Eastern Area
Addition.
This property was rezoned to "C" residence on July 15, 1961, as part
of -a larger Housing and Redevelopment Authority tract. The applicant
proposes to develop the site with a new City and County Hospital and
1 certain accessory buiMings such as library, gymnasium, nurses' resi-
Bence and power plant.
This is an irregularly shaped tract of land having street frontage
along University Avenue extended easterly, along Jackson Street and
the proposed Trunk Highway #35E, with an area of approximately 806,110
square feet, or 18.39 acres. North and across University Avenue is
vacant land owned by the Housing and Redevelopment Authority, part of
which is proposed for a high -rise apartment to provide public housing
for the elderly. ;, west and southwest across Jackson Street is the Voca-
tiona•l High School, the new Central Park Methodist Church and various
commercial and light industrial uses as well as a mixture of residential
uses; east and south adjoining is the Trunk Highway #35E right -of -way.
Field investigation discloses no objection to this proposal as the
proposed development is in accordance with the proposed land use plan
and would be an excellent adjoining use to the Capitol approach.
In accordance with the above factors, the Board of Zoning recommends
the granting of the appeal of the Hospital Facility Building Committee
to construct a new City and County Hospital and accessory buildings on
the above described property in accordance with lay -out approved
July 27, 1961.

the construction of the City and County Hospital on a certain tract of
land located in the City of Saint Paul, County of Ramsey, State of
E Minnesota, more fully described as follows:
Lot One (1), Block Two (2), Eastern Area Addition, Saint Paul,
Minnesota, according to the plat thereof on file and of record
in the office of the Registrar of Titles in and for said County
and State.
Said property is-bounded by Jackson Street, University Avenue and the
6 proposed Trunk Highway 35 -E. The property is a part of the Eastern
Redevelopment Area, Project U.R. Minn. 11-1 acquired and cleared by the
Housing and Redevelopment Authority of the City of Saint Paul, Minnesota,
for the purpose of resale pursuant to the provisions of the Redevelopment
Plan for said Project Area and the amendments thereto approved by City
Council (Council File Nos. 159030, 163108 and 197318). The property
will be used for the construction of a replacement facility for the
1 present City and County Hospital. The purpose of this application is
for a special use permit for the construction of a hospital on properties
zoned "C" Residence and to request your Honorable Body to set a date for
the public hearing required by Section 60.15 of the Legislative Code.
