RSOLVEID, that the Council of the City of Saint Paul hereby
determines, with respect to eligibility for coverage of City employees
under the City Health and Welfare Programs, that any employee who is
participating as the insured in any other governmental health and
welfare program for which contribution is being paid by the employer
shall be ineligible to participate in the City's Healtji and Welfare
Programs.
