OFFICE OF THE C emergency has arisen, and the Council specifically so finds and expresses here- I1 in, that the funds appropriated for �v L RESOLUTION the year 1961 for Winter Street Main- tenance activities have become inad- equate, not only to sand icy streets and plow and remove snow from City streets, but also to stockpile sand and salt needed for sanding icy streets and to p]M_ rye,,, . -snn,• :,Laiying — t^_ter Whereas, a sudden and unexpected emergency has arisen, and the Council specifically so finds and expresses herein, that the funds appropriated for-the year 1961 for Winter Street Maintenance activities have become inadequate, not only to sand icy streets and plow and remove snow from City streets, but also to stockpile sand and salt needed for sanding icy streets and to place in readiness snow plowing and snow removal equipment in addition to other work needed to keep the streets in safe condition for winter driving, and that emergency borrowing under Charter Section 206 is made necessary to secure the funds needed to do this work and properly to protect the public interest and the lives and safety of the inhabitants of the City of St. Paul, Resolved, That the Mayor and Comptroller be and they are hereby authorized and directed to borrow a sum not to exceed Threee Hundred Seventy -Five Thousand Dollars ($375,000.00) and to execute and deliver to the party or parties making the loan a promissory note payable to such party or parties bearing interest at the rate not exceeding five per cent per annum, said note to be payable one year from date of execution thereof, and be it Further Resolved, That the funds so borrowed be credited to the Emergency Winter Street Maintenance Fund, Code 13 -R, all of the said fund to be expended for the purpose of removing snow, sanding icy streets, and all other work needed to keep the streets in safe condition for winter driving.
