OF Fl\?ANCE t,.� t.... ;q 0 j'f January 16, 1961 City Clerk City Hall St. Paul 2, Minnesota Dear Sir, A hearing on the advisability of physical changes proposed for Horton and Van Slyke Streets in St. Paul is scheduled to come up before the City Council on Tuesday, January 24, 1961 at 10 AM. Purpose of these changes presumably is co facilitate and accelerate the flow of traffic moving from the East to the West side of Como Lake and vice versa. Those represented by the undersigned for the most part live in and about the affected area and oppose these changes, which include both widening and str*�ghtening out of the streets in question. In the process, it is proposed to take certain private properties as well as some of the park area. Reasons for opposing these changes follow: Within a block from this project are located two Churches, St. Andrew's Catholic and the Warrendale Presbyterian. In addition, there is St. Andrew's grammar school with an enrollment of some 500 grade school children. Any changes in this area that will either result in an increase of automobile traffic or that will tend to speed up present movement of such traffic will also increase the accident and injury hazards for these youngsters. We therefore, believe such changes to be undesirable. We do not believe either, that this project will materially improve the flow of traffic in this vicinity. It must be recognized that most of the traffic approaching and leaving Horton skirts the West and South side of Lake Como, via a winding and curving road that borders the lake. The movement of such traffic, therefore, is definitely slowed down by these road conditions and any attempt to induce accelerated move- ment at Horton is without point. Thus, it will fail to accomplish the intended purpose. Plans presently being considered call for the condemnation of certain private properties in the ~-immediate area, and some public park property as well. This involves the seizure of valuable land and buildings, which means that construction costs will be increased commen- surately. The affect of these seizures should be studied very closely in the light of questionable benefits to be realized from this proposal. Pertinent to this subject is an editorial that appeared as recently as Tuesday, January 17, 1961 in the St. Paul Dispatch, copy of which is attached. The content of this article relates to the sub- ject of park areas and applies equally to a state or city. The article points out the case of one state that recently adopted a 75 million dollar park program designed to meet coming needs for outdoor recreation. J. 1 6 -2- The lesson to be drawn from this article is that there is a growing awareness ps to the need for good park areas, and that any changes in this case that will affect St. Paul's finest park area are worthy of the closest deliberation. To make a traffic thoroughfare out of park property would be a definite detraction from this public park. Rather than null- ifying the prime purpose of such property, every effort should be made to preberve and improve such outstanding facilities. We do not think that an effort to siphon more and faster traffic through Como park is the answer in this case. We trust that these and no doubt other good reasons, will receive your careful attention before any final decision is made with respect to this proposal. Change merely for the sake of change, could be not only undesirable but highly costly as well. ANDREW 1051 COMO AVENUE HU. 9 -1440 SAINT PAUL 3, MINNESOTA January 23, 1961 The Honorable G.eorge,Vavoulis, Mayor Court -House St. Paul, Minn.esota Dear Sir: This letter concerns future placs for changing the streets in „the area of Horton and'Van Slyke, the widening_ of Lexington. Avenue, and the area of Maryland, Wheelock, Victoria and Como.Blvd. A hearing is slated on some of this matter tomorrow, Tuesday, January 24th at 10 A.M. Residents in the affected area are quite obviously concerned about these. changes inasmuch as they will affect property values; but, it is also of concern to the members of the Home and School. Association of this parish. Our parish involves the area between Lexington and Grotto from Larpenteur down to the -N.P Tracks. We feel we. are not in a_ position at this time to either completely approve or criticize the plan, main.ly.because we feel we are not informed as to the full,extent of this program. In general of course we are not too ,pleased with the prospects of making the park the site of two very busy thoroughfares. In your general planning for this area we feel you should be aware of these facts which directly concern the welfare of St. Andrew's parishioners and especially our children attending St. Andrew's School: 1) St .. Andrew k School, is located only 2 block from. the s 1 te. of the Horton and Van Slyke crossing. Many.childre.n us.e this area for .crossing in the morning. Our school opens at 8:15 A.M. 2) Two bus loads of children involving, about 100 children coming from the area north of the lake should have an opportunity to unload in. front of our school on Van Slyke without too, much difficult -or circuitous routeing. 3) Another 130 children coming across the park on.foot or coming from the area across Horton should be assured of a safe place to cross. 4) Children coming to our school have always had a problem in crossing. the streets in, the area of Maryland, Wheelock Blvd., Como B.l,vd..,and Victoria. At the present children coming to our school from,the north must go up to the corner-of Como Avenue and Como Place in order to cross.Como Avenue. Furthermore it is also dlfficult.to cross Maryland or Wheelock in order to get to Como Place for their crosstn.g. We hope that work -being done on Van Sl.yke and Horton will not further complicate this situation. 5) Oyer 400 families from the north side of the Lake in the area up to Larpenteur, between Lexington.and Grotto, should have some easy access to St. Andrew's Ghurch on Sunday mornings. At the present many of these residents use the road which is an exten,si.on of Arlington in order to reach: Lexington. From there they go through the park, down. Horton to ,Van Slyke or Como and from there to Church. 46 CHURCH OF ST. We hope that you bear in, mind that some means should be made available for these children. to cross this busy street (the extansi.on of Maryland) so that the park will not be lost as a .place of recreation especially for the younger children. We hope you will study the facts gi.ven..above. 'Future planning in this area is of immediate concern to members of this parish, particu.la.rly those w.Ill children attending-St. Andrew's School. We ask that you please inform us on full plans involving streets in, this area. .Apparently the -planning board has several changes in mind.
