RESOLVED, upon due consideration of the report
of the Commissioner of Public Works in the premises, that
the several public stairways of the City of Saint Paul
heretofore maintained in the following described sections
of public streets, to -wit:
Conway Street from Mounds Boulevard
to Hoffman Avenue; Fifth Street from
Mounds Boulevard to_Hoffman Avenue;
and Fourth Street from Mounds Boulevard
to Hoffman Avenue;
be and the same hereby are discontinued and directed to be
dismantled and removed subject only to possible salvage of
the railings of the same, by said Commissioner;
RESOLVEDiFURTHER, that adequate barricades be
maintained, by said Commissioner, at the extremities of
each aforesaid section of public street, to the end that
none of the same shall be available hereafter for public
travel thereon.

Dear Mr. Swords:
The Public Works Annual Report lists three public stairways that
have been barricaded and out of use for about two years. They are the
Conway Street Mounds Boulevard to an Avenue..Fifth Street (south
side from Mounds Boulevard enue and Fourth Street (center)
from_Mounds Boulevard
They were barricaded because there appeared to be no further public
need for them and they were deteriorating. Hoffman Avenue will be used
by the State Highway Department from the new Sixth Street Bridge. This
will eliminate any possible use of those stairways.
I request that a Council Resolution be prepared authorizing the
closure of these stairways and directing their removal and the salvage
of the railings.
