THE COUNCIL OF THE CITY 'OF SAINT PAUL DOES ORDAIN:
Section 1. That the Zoning Code, Chapters 60 to
64, inclusive, of the Saint Paul Legislative Code, pertain-
ing to UfiLe Districts, Height Districts, and Rezoning of
certain properties in the City of Saint Paul, as amended,
be•and the same is hereby further amended so as to rezone
the following described property from 41A11 Residence District
to Commercial District;' to -wit:
Lot 10 and the east one -half of
Lot 11, Block 1, Clifton Dale
Ramsey County Minnesota; on the
south side of Larpenteur Avenue
between Lexington Parkway and
Dunlap Street.
Section 2. This ordinance is hereby declared to
be an emergency ordinance rendered necessary for the
preservation of the public peace, health and safety.
Section 3. This ordinance shall take effect and
be in force upon its passage, approval and publication.

Dear Madam:
This is in the matter of the petition of R. G. Ragon Inc. to rezone from
it A" residence to commercial di'strict property located on the south side
of Larpenteur Avenue between Lexington Parkway and Dunlap Street. The
property is described as Lot 10 and the east one -half of Lot ll, -Block 1,
Clifton Dale'Addition. This property has been zoned "Alt residence since
the adoption of the Zoning Ordinance in 1922.
On June 1,'1961, the Commissioner of Finance reported the petition sufficient
with the owners of 12 of a possible 12 (100%) tracts of land within the pre-
scribed 100 foot radius having signed the petition. The site is presently
vacant, and if rezoned, the petitioner proposes to erect a 1i story office
building. In a letter dated May 31, 1961, the petitioner states that no
retail sales will be conducted within the building. This property has a
frontage of 60 feet along Larpenteur Avenue and extends to a depth of
125.5 feet, resulting in an area of 7,530 square feet. South and across a
public alley are single - family residences fronting on California Avenue;
east and adjoining is a dental clinic; north across Larpenteur Avenue is
\the Roseville Shopping Center; west and adjoining is vacant land for which
the petitioner has entered into a contract for deed.
Field investigation discloses no objection to this proposed use as it would
provide a proper transitional use between the single - family residences to
the south and the commercial uses across Larpenteur Avenue. The proposed
Land Use Plan indicates the highest and best use of this land would be for
commercial purposes. It does not appear that this proposed use would have
a detrimental effect on the adjoining residences to the south as there will
be no retail sales conducted in conjunction with the proposed use as mentioned
above.
In consideration of the above factors, the Board of Zoning recommends the
granting of the petition to rezone the above described property from "A"
residence district to commercial district.

Gentlemen:
Enclosed please find Petition for Rezoning Lot ten and the East,
Half of Lot eleven, Block One, Clifton Dale, together with my
check to cover the cost of the rezoning.
You will note that we state in the Petition that we intend to construct
a one and a half story office building. I vd sh to assure you as we
have assured all the neighbors that this building is going to be used
for the offices of R. G. Ragon, Inc. , a manufacturer's representative,
and that no retail sales as such will be carried on on these premises.
I wish to further advise you that Mr. Ragon has bought on a contract
for deed, the west half of Lot eleven and Lots twelve, thirteen and
fourteen, thereby becoming the owner of the entire balance of the
block, but is not asking to rezone the rest of the block at this time
as he is desirous of having the neighbor s~: notified and given the
opportunity to object at such time as he decides what he intends to
build on the remaining property.
You will also note that 100% of the people within 100 feet of the
premises to be rezoned have joined in this petition.
