WHEREAS, the assessment of benefits, cost and expenses for and in connection with the above
improvement has been submitted to the Councii for consideration; and
WHEREAS, the owners of the properiy upon which the improvement has been made have voluntarily
waived their right to a public hearing and appeal of said assessment by executed agreement and waiver, a copy
of which is on file with the Technical Services Division of the Department of Public Works; and
WHEI2EAS, the Council has considered and found satisfactory said assessment; now, therefore be it
RESOLVED, that the said assessment be and the same is hereby in all respects ratified; and be it
RESOLVED FURTHER, that the said assessment be and is hereby determined to be payable in
twen equal installments.

The Valuation and Assessments Engineer hereby reports to the Council the following as a statement of
the expenditures necessarily incurred for and in connection with the making of the above improvement, viz:
Total construction costs $ 350,000.00
Engineering and Inspection $ 0.00
Administrarive Fee $ 7 000.00
TOTAL EXPENDIT'URES $ 357,000.00
Charge To: Assessments $ 357,000.00
Said Valuation and Assessment Engineer further reports that he has assessed and levied the total
amount as above ascertained, to-wit the sum of $357,000.00 upon each and every lot, part or parcel of
land deemed benefited by the said improvement, and in the case of each lot, part or parcel of land in
accordance with the benefits conferred thereon; that the said assessment has been completed, and that hereto
attached, identified by the signahxre of the said Valuation and Assessment Engineer, and made a part hereof, is
the said assessment as completed by kum, and which is herewith submitted to the Council for such action
thereon as may be considered proper.

The City has completed its first round of improvements under the 2008 Pilot Facade Improvement Progam. The Tilsner Building at
300 Broadway Street has completed its facade improvements and the work has been inspected and approved by the City. The property
owner now requests the assessment in order to pay the contractors.
Advantages If Approved:
The pioperiy owner may receive payment for the improvements. The City will have the authority to assess for the improvement ivork.
Disadvantages If Approved:
The City will be enpending funds now that may not be paid back in ful] (witL interest) for 20 years.
DisadvanWges If Not Approved:
The property owner will be unable to secure city funding to pay for the improvements. The City will not be in compiiance with its
program guildelines.
