A public hearing having been had upon the above improvement upon due notice, and the Council
having heard all persons, objections. and recommendations relative thereto, and having fully considered
the same; therefore, be it
RESOLVED, By the Council of the City of St. Paul that the precise nature, extent and kind of im-
provement to be made by the said City is to grade Michael St. from Upper Afton Road , to
Larry Ho Drive., and Larry Ho Drive from Michael St.'to McKnight Road.
and.the Council hereby orders said improvement to be made.
RESOLVED FURTHER, That the Commissioner of Public Works be and is hereby instructed and
directed to prepare plans and specifications for said improvement, and submit same to'the Council for
approval; that upon said approval, the proper city officials are hereby authorized and directed to pro-
ceed with the making of said improvement in accordance therewith.

Dear Eltor:
Late in the year of 1960 the Department of Public Works changed
the policy of grading, graveling and oiling streets to that of grading
and surfacing with bituminous material and installing a black -top rolled
gutter.

Prior to this time and at the request of Mr. Kenneth Rothschilds,
who had purchased a block of land of the Battle Creek Heights, Plat 1,
that was bounded by Michael on the West, Larry Ho on the North, Upper
Afton on the South, and McKnight Road on the 'East, orders were intro-
duced to grade and gravel and oil Michael St. from Upper Afton Road to
Larry Ho Drive and Larry Ho Drive from Michael to McKnight .Road. This
was early in the Spring of 1960 but because of certain litigations be-
tween Mr. Rothschilds and the City of St. Paul-this work has not been done.
As I stated before, late in the year of 1960 the policy of this
department was changed, and, consequently, all the streets to the West of
this area will be graded and surfaced with a bituminous material. As the
work on Michael St. and Larry Ho Drive has not been done, it is thought
advisable to change this estimate from grading, graveling and oiling to
grading and surfacing so that these two streets will be in conformity
with the balance of the area. Calculating the differential in cost, it
is found that the estimate for grading, graveling and oiling was $9.31
per front foot, and for grading and surfacing with bituminous material
our,new estimate is $10.38 per front foot.
I have discussed this in detail with Mr. Robert O'Connell, Spe-
cial Assistant Corporation Counsel, and he advises me that because of this
rise in cost it is thought advisable to call for a new hearing on these
streets.
Attached to this letter you will find a revised estimate. This
ice requests that you schedule a new hearing on these streets as soon
it is possible.
If any further information is desired, do not hesitate to call.
