FIOUNCIL NO. 202826
WHEREAS, The new Sixth Street Bridge over the railroad
tracks west of Mounds Boulevard is expected to be opened to
traffic in the near future, and
WHEREAS, A temporary detour will be used via Fifth Street
between John Street and Broadway, and
WHEREAS, The City of St. Paul and Minnesota Highway Depart-
ment mutually agree that a temporary signal is desirable and
necessary at the northerly junction of Fifth Street and Broadway,
now, therefore, be it
RESOLVED, That the Commissioner of Public Works is author-
ized to install a temporary signal at the intersection of Fifth
Street and Broadway, and be it further
RESOLVED, That the cost of the signal installation be
charged to PlR 3001,
same fund to be reimbursed by the Minnesota
Highway Department.

SPECIAL PROVISIONS
Signal Installation At The Intersection 202825
Of Fifth St. and Broadway
The work in general shall consist of installing and reserving a taporary sig-
nal at the northerly junction of Fifth St. and Broadway. All work shall be in ac-
cordance with the plans and specifications and the City of St. Paul Department of
Public Works specifications for street and sewer construction dated April 1. 1959
except as modified or altered in these special provisions.
For the temporary signal installation the city will furnish all necessary sig-
nal heads, poles, signal cable and the signal controller. The contractor shall
furnish all labor and miscellaneous materials. including the service wires and guy
wire necessary to complete the signal installation.
The contractor sghal l - instal l a trolley pole on the northeast corner as shorn
on the plan. The pole shall be transported to the intersection by the contractor
from its existing location in the city storeyard alongside the Kellogg Blvd. Via-
duct. It shall be installed to a depth of five feet in a hole with a m1nimum diam-
eter of two feet with at least a one foot depth of concrete at the top of the hole.
A three way bracketed type signal head shall.be installed on this pole. The brack-
ets will be attached to the signal heads by the city, but the contractor shall
furnish four polo clamps to attach the heads to the pole. A one- fourth inch steal
wire shall be installed from the trolley pole to the building on the southwest
corner where it shall be attached in a manner acceptable to the "inter. The sig-
nal cable shall be attached to the steel wire and shall enter the signal head on
the southwest corner from the building connection.
The pole on the southwest corner. which also will be furnished by the city,
will be a standard signal pole with a three way adjustable signal head. The sig-
nal pole base shall be installed on the existing sidewalk and anchored to the one
and one -half foot thick ceiling of the areaway which is under the sidewalk at this
location. It shall be bolted to a one- fourth inch thick, one foot six inch square
steel plate placed on the calling of they areaway with four anchor bolts through
holes drilled by this contractor. The exact length shall be determined In the field.
The services ,wires will be installed to the pole on the northeast corner by the
power company. Vros the service head the contractor shall install the service wires
In a three- fourth inch conduit through the ester and service switch-to the control-
ler which shall be located on the trolley pole. A controller pedestal will not be
required.
It Is anticipated that the signal will be placed In service in August of 1961
and be removed either in the fall of 1962 or spring of 1963. All material furnished
by the contractor will remain his property after the signal removal. Included in
the contractor's bid shall be the cost of roving the temporary signal and restor-
ing the sidewalk areas. Separates bid item shall be listed for the installation
and for the removal.
