RESOLVED, that the appeal of Prince of Peace Lutheran Church
pursuant to the Zoning Code provisions of the Saint Paul Legislative Code,
particularly Section 64.03 of the same, for the variation of the strict
provisions of'said Zoning Code necessary therefor and the establishment
of a 17 —foot setback building line in respect of the real property abutting
un the west side of Otis Avenue between Marshall and Dayton Avenues,
tiescribed,as Lots 16, 17, and 18, Block 46, Desnoyer Park Iddition,
for the purpose of erecting a cross tower consisting of $l auster of
three crosses "thereon, hereby is granted, said building line to be
parallel to and 17 feet west of said west line of Otis Avenue.

The City Council requested that you prepare a resolution granting the
attached appeal,of the Prince of Peace Lutheran Church for establishment
of a 17 -ft. building line on property on the west side of Otis Ave.
between Marshall and Dayton Aves. for the purpose of erecting a cross
tower cluster of three croses, the property being described as Lots 16,
17 and 18, Block 46, Desnoyer Park Addition, in accordance with the
appellant's plan.

This is in the matter of the appeal of the Prince of Peace Lutheran
Church to establish a 17 foot building line on property located on
the west side of Otis Avenue between Marshall and Dayton Avenues for
the purpose of erecting a cross tower cluster of three crosses. This
property is described as Lots 16, 17, and 18, Block 46, Desnoyer Park
Addition. The zoning is "A" residence.
This property has a frontage of 150 feet along Otis Avenue and extends
to a depth of 160 feet, resulting in an area of 24,000 square feet.
East and across Otis Avenue is a three -story apartment building; south
and adjoining are two single- family residences in the remaining part
of this block; west and adjoining is the church structure; north and
adjoining is vacant land.
Field investigation discloses that the church building itself is set
back a distance of 32 feet as required by the zoning code. However,
it is necessary to obtain council approval for the 17 foot set back
as requested. It does not appear that the erection of this cross tower
cluster would have a detrimental effect on any of the adjoining and
surrounding properties. The residence to the south is set back some
54 feet. However, there is an 8 foot lilac hedge growing along the
mutual property line of this residence and the church property.
In consideration of the above factors, the Board -of Zoning recommends
the granting of the appeal to permit the erection of a cross tower
cluster of three crosses at a set back of 17 feet from the property
line as indicated above and in accordance with the applicant's plan.
