RESOLVED, that Immanuel Lutheran Church be per-
mitted to install and operate a 20 -car private off - street
parking lot at the southeast corner of Lincoln and Snelling
Avenues, on Lot 9, Block 6, Summit View, in accordance
with plans approved June 1, 1961, subject to compliance
with the provisions of all ordinances governing the opera-
tion of parking lots, and to the condition that the side-
walk abutting said premises be kept clean and free of ice
and snow at all times.

This is in the matter of the application of the Immanuel Lutheran Church for
a permit to install and operate a private off - street parking lot on property
located at the southeast corner of Lincoln and Snelling Avenues. The pro-
perty is described as Lot 9, Block 6, Summit View Addition. The - zoning is
"Atl residence and has been since the adoption of the Zoning Ordinance in 1922.
This property is presently developed with a single - family residence which
fronts on Snelling Avenue. The applicant proposes to remove the existing
residence and develop the property with an off - street parking lot with a
capacity of approximately 20 car spaces which will be used in connection with
the church which is located in the same block to the south. This property
has a frontage along Snelling Avenue of 60 feet, and extends to a distance of
150 feet along Lincoln Avenue, resulting in an area of 9,000 square feet.
Directly south and adjoining is a single - family residence which fronts on
Snelling Avenue; east and across a public alley is a two - family residence
which fronts on Lincoln Avenue; north and across Lincoln Avenue is a filling
station and a single- family residence; west and across Snelling Avenue is the
Macalester College campus.
The Traffic Engineer has approved the plans which meet the standards for this
type of facility. Field investigation discloses no basic objection to this
parking lot as there'is a definite need for off - street parking in this area.
It does not appear that the proposed parking lot would have a detrimental
effect on the residential uses which lie to the south and east.
In consideration of the above factors, the Board of Zoning recommends the
granting of the application of an off- stbeettp_arking lot on the above des-
cribed property-in accordance with plans: - approved June 1, 1961.

Immanuel Lutheran Church seeks your favorable consideration of its request
for permission to place a church parking lot on the site known as 90 South
Snelling. The congregation numbers over 1800 members and has three Worship
Services on Sunday morning as well as meetings of various organizations almost
each day of the week.
Because of our proximity to Macalester College (just across Snelling Avenue)
and Fairmount Avenue Methodist Church (two blocks away) parking space seems
to be scarce most of the time. There is also a two hour limit on parking on
parts of Lincoln, Goodrich and Snelling Avenues near the church. Women's
organizations meeting during the day find the parking situation difficult as a
result.
The congregation has been aware that it should provide off — street parking
for its members. Immanuel Lutheran Church therefore respectfully requests that
it be authorized to construct a parking lot as outlined in the enclosed
architect's drawing.
