O'Connell City Clerk Building Dear Madam: This is in the matter of the petition of the Housing and Redevelopment Authority to rezone from Light Industry and Commercial to 11C1' residence district property located on the north and south sides of University Avenue between Jackson Street and Trunk Highway # 35E right -of -way. The legal description of this property is attached. ` On May 31, 1961, the Commissioner of Finance reported the petition sufficient with the owners of 38 of a possible 45 (84.4%) tracts of land within the pre- scribed 100 foot radius having signed the petition. The property under consider- ation which is presently vacant is divided by the proposed extension of University Avenue resulting in two areas. At this time there is not a definite proposal for Lot 1, Block 1, which under the Housing and Redevelopment Plan would permit public use, institutional use and residential use. Lot 29 Block 19 will be developed with high -rise apartment buildings to provide public housing for the elderly. Lot 1, Block 2, will be developed with the new proposed City Hospital. To the north and adjoining is the Mt. Airy Public housing project; west and adjoining the one parcel under consideration is Lot 3, Block 19 presently vacant which will provide for the expansion of the Valley Playground; west and southwest across Jackson Street is Vocational High School and the new Central Park Methodist Church, also various commercial and light industry uses as well as a mixture of residential uses; east and south adjoining is the right -of -way of T. H. # 35E. The two parcels under consideration are irregular in shape. The smaller and most northerly parcel under consideration will have a frontage along the north side of University Avenue of approximately 750 feet; the larger tract will have a frontage along the south side of University Avenue of approximately 1300 feet, approximately 800 feet along Jackson Street and 1,550 feet along the Freeway right -of -way. The smaller tract will have an area of approximately 235,750 square feet or 5.41 acres and the larger tract will have an area of 806,110 square feet or 18.9 acres. The combined areas of the two tracts is 1,036,860 square feet, or 23.8 acres. Field investigation discloses no object ion to the rezoning of this property as the proposed uses will be compatible with the present area uses, as well as the proposed Land Use Plan. In consideration of the above factors, the Board of Zoning recommends the granting of the petition to rezone the above described property from Light Industry and Commercial to "C" Residence district.
