It will not include the development of basic planning decisions which are to be 1 provided by the City Planning Board in the form of a Comprehensive City Plan. The General Neighborhood Renewal Plan will not be a substitute for the survey and planning activities for each of the urban renewal projects contemplated in the project area, It will be used as a general guide for determining the 'nature, the extent and the degree of urban re- newal activity to be developed in all and portions of the project area. The following is a list ofjthe studies, surveys and plans to be completed and specific problems for which solutions will be sought: 1. Prepare a comprehensive plan for the project area and por- tions of the neighboring areas to show the relationship of existing and proposed streets and highways, community facil- ities and zoning. The plan will include the following: a) Accurate Description of Project Boundary b) Land Use Plan (1) Population densities (2) Building coverage and other building requirements (3) Special land uses related to the avail- able transportation facilities of water, .rail, highway and air. c) Co- ,=xnity Improvements and Public Facilities Plan (1) Approximate location and general char- acter of existing and proposed major highways,lstreets, utilities and other similar public improvements (some of these were previously identified in GN -105) I (2) Approximate location and general char- acter of any transportation terminals contemplated and their relationship to the overalll plan. d) Delineation of Urban Renewal Areas e) Requirements of Properties Rehabilitation and Improvement GN -121 . GN -121 gh=CORNERS W 0 DESCRIPTION OF PLANNING WORK 1 The GNRP Area does not include and planning is now prod eding urban renewal project areas for which survey with Federal approval. GN -122 SEVM CORNERS REPORT ON LOCAL PLANS AND PRAGRAIIS The most recent Workable ` Program submitted for recertification, dated March 1960 was denied acceptance by the HHFA due to the lack of appro- 1 val by the governing body of a minimum Housing Code. On July 14, 1960, a Housing Code was adopted by the City Council and the Workable Program has been recertified for one year as of July 15, 1960. Since the Workable Program submission of March, 1960, the City Planning Board has completed CormMinuty Plan Report No. 9, Proposed Plan for Public Educational, Recreational and Cultural Facilities, and drafted the Proposed Plan for Thoroughfares and the Economic Study. The latter reports should be completed by midyear, 11961. During the current year preparation of a comprel of the planning program year. , the City Planning Board will commence the ive plan taking into consideration those elements completed and those yet to be completed this GN -131 MMY-CORNERS I BASIS FOR SELECTION OF AREA The Seven Corners GNRP area lies on the westerly edge of the Central Business District at the juncture of two main arterial streets and three lesser thor- oughfares creating the intersection known as Seven Corners. Although appar- ently a part of the central business area of the City, the area is merely marginal in relation t !the Central Business District and the character of its varied uses. Over 50 per cent of the land, other than public right -of- way is in residential u se. The remainder is a mixture of commercial retail, commercial wholesale, Institutional "and industrial uses including a poorly maintained public park,of great potential. As a result of the incursions of industrial uses and certain commercial uses, aside from other factors, the residential areas are in a state of physical and social decay. l The GNRP Area is selected for urban renewal at this time for the following reasons: 1. Portions of the area contain some of the poorest living conditions in the City. According to the 1950 Census of Housing, of 902 dwell- ing units 639, or fiver 70 per cent, are substandard. 2. Continuing development of incompatible uses is merely accelerating the current proceis of decay. 3. The area has a good deal of potential as a redeveloped residential particularly in that portion in the vicinity of Irvine Park and there is a growing interest if not demand for housing in close prox- imity to the Centxal Business District. 4. Construction of aIportion of the Interstate Freeway along its north- ern boundary and easy access to the freeway will provide impetus to its redevelopment 5. Becau "e of the growth of vehicular traffic at the Seven Corners intersec on, a solution of the intersection difficulty is under serious con ,ideration. 6. Certain existing Institutional uses require area for expansion of their facilities. 7. Other lands in public owno ship require development to their best potential. g. Interest is developing into ail organized program to preserve cer- tain structures in the area that are of historical significance. The Seven Corners area was given number three priority in a study and report by the Housing and Redevelopment Authority entitled, Selection of Urban Re- new -Pro-Jectz?p October 1959• The criteria used to delineate and assign priority for urban rLewal conforms to Urban Renewal Administration standards for project selection as well as local standards and policy. In assigning GN- 102 SEVEN CORNERS E 0 priority, statistical and non- statistical data has been correlated by a method which involved the Ise of weightings and coefficients. As a re- sult, it has been possible Ito prepare a rational priority ordering of treatment of various a eas terms of specific renewal activity. This at x I p Y area is in agreement with that priority ordering of treatment. - 2 - GN -102 SEVEN CORNERS • 1 0 LOCAL PLANNING AGENCY APPROVAL Neither the local planning agency nor any other public agency is required a to designate an area as an Iban renewal area.. However, in its August, 1957 publication, Communit3e Plan Report Number 6, Proposed Renewal Areas* the City Planning Report did recommend renewal action in the Area. State and local law does require that the City Planning Board must review urban renewal plans prepare) by the Authority and prepare a written opin- ion of said plans. When the urban renewal plan is submitted to the gov- erning body for its decision) it must be accompanied by the Planning Board's opinion. Specific areas with- in the total area will be designated for clearance with the expectation that certain highly limited areas will not be cleared because of the excellence and compatability of the structures and because of a contem- plated program for the conservation of historical sites. The tentative phasing of renewal activity within the GNRD contemplates an initial project of approximately six acres for the purpose of clearing a less dense but mighty substandard residential area and creating a new residential area for low income residents. By including a public housing site, opportunity will be given to the relocation of many of the residents presently in the area (maror of them elderly) into standard accommodations I with removing them from familiar surroundings. Additional clearance activities effecting residences will be closely phased within the reloca- tion plans as well as within public improvements necessary for city-wide and local benefit. A number of public improvements will be accomplished to directly benefit the GNRP as a whole. The plans for these improvements are now under consideration, as follows: 1. Construction of a new firehouse to serve the GNRP and adjacent areas. 2. Construction of access to the Interstate Freeway, 3. Reconstruction of the intersection at Seven Corners to accommodate increased vehicular traffic. Street widening is already programmed. 4-. Reconstruction of ` Irvine Park, a public park which has too long been in a marginal state. 5. Tentative selection has been made of a site for the con- struction of new public housing. GN -105 1 - MVEN—CORNERS 0 AVAILABILITY OF RESOURCES Enabled by State legislatiin and local ordinance, the Housing and Rede- velopment Authority of the,City of Saint Paul has had the power to tax real estate within the City,, for the purpose of financing urban renewal activity. In terms of prn nt day assessed valuations, the one mill tax levy can generate approxima f tely $250,000 per year. During the contem- plated eight years of the Riverview Urban Renewal Program, the total tax levy could amount to approximately $2,000,000. The cash contribu- tions necessary to meet thelbudget reg-tirements of all existing Title I and other urban renewal projects have already been either allocated or earmarked for these projects. The staff organization of the Authority will be maintained to assure continuity of the program. At the disposal of the Authority is a Plan- ning Division in charge of preparing plans for urban renewal and public housing activities and a Development Division in charge of executing all approved projects, bothjurban renewal and public housing. GN -106 S = COMRS ESTIMATED COST OF FIRST In the light of recent estimates of cost and also preliminary determina- tions of the project boundiry an estimate has been made in sufficient detail to conclude that the cost of the first project would require Capital Grant funds of app I ximately $149,600. The area is primarily residential in character with approximately 50 per cent in residential use. R- 1410.16 The Authority may prepare and publish a final report on the proposed project after the survey and planning period. It is estimated that the cost of such a report may amount to $100.00. R- 1410.19 The cost to the Authority of the prorated rental of office space, the cost of telephone charges, postage, office supplies, stationery, maps, blueprints and photographs has been estimated to be approximately $525.00.
