RESOLVED, that Joseph C. Zabel, doing business as Bishop
Towing Service, be permitted to install and operate a new gasoline
filling station at the northwest corner of Twelfth and Jackson
Streets, on Lots 1 and 2, Block 1, Randall's addition, in accordance
with plans approved April 20, 1961, the installation to be under the
direction and to the satisfaction of the Commissioner of Public Safety.
tiihenever the Council may determine that said station constitutes a
traffic or fire hazard, this permit may be revoked; be it
RESOLVED FURTHER, that said Joseph C. Zabel, doing business
as Bishop Towing Service, be permuted to install and operate a 42 -car
off - street parking lot at the .above described location, in connection
with said filling station, in accordance with said plans, subject to

compliance with the provisions of all ordinances governing the operation
of parking lots, and to the condition that the sidewalks abutting said
premises be kept clean and free of snow and ice at all times.

This is in the matter of the application of the Bishop Towing Service for a
permit for a filling station and parking lot on property located at the north -_
west corner of Twelth and Jackson Streets. The property is described as Lots
1 and 2, Block 1, RandallTs Addition. The property is zoned light industry
and has been since the ad.option,of•the Zoning Ordinance in 1922.
The site is presently vacant, and the applicant proposes to develop it with a
filling station and an off - street private parking lot for 42 cars in connec-
tion with the Bishop Towing Service for temporarily disabled cars and
impounded cars. The operation is presently located at the northeast corner-of
Eleventh and Minnesota Streets and is being relocated due to the acquisition
of the Eleventh Street site for freeway purposes. The property under consider-
ation has a frontage of 144 feet on Twelfth Street, and 100 feet on Jackson
Street, resulting in a total area of 14,400 square feet. North and adjoining
is a vacant lot, farther north is a large multi - family residence fronting on
Jackson Street; west and across an alley is a three -story apartment building
fronting on Twelfth Street; south across Twelfth Street is a filling station
located at the southwest corner of Twelfth and Jackson Streets; east across
Jackson Street is the Housing and Redevelopment Authority's Eastern Area Addi-
tion which fronts along Jackson Street.
The Traffic Engineer has reviewed the proposed plAn and recommends approval of
same from a traffic viewpoint. The plans for the proposed development meet
the required standards for this type of 'facility.
The Board of Zoning considered this matter at their regular meeting on April
20, 1961 and recommend the granting of the permit for a filling station and a
42 car off - street private parking lot. In accordance with plans approved
April 20, 1961. However, the Board wishes to point out that special emphasis
should be placed upon the applicant restricting the operation of his business
to the property described, and that no cars be permitted to be parked on the
public street.

Dear Sir:
In regard to the application of Joseph C. Zabel of the
Bishop Towing Service for permission to install a gasoline filling
station at the northwest corner of Jackson and Twelfth Streets.
They wish to install one island with one pump and one-
10,000 gallon underground gasoline storage tank:.
We have investigated the foregoing and report that this"
installation will be installed in accordance with the rules and
regulations of the National Board of Fire Underwriters and the
St. Paul Fire Prevention Code.
We, therefore, recommend that permission be granted.
