RESOLVED, that Wm. F. Kopp Construction Company be permitted to
install and operate an 11 -car private off- street parking lot in conjunction
with a proposed 11 -unit apartment building on the east side of Stryker
Avenue between Page Street and Sidney Street extended, in accordance with
plans approved March 16, 1961, said property beig more particularly described
as follows:
Lot 12, Block B. Jackson & Bidwell's Add. and begin at a
point 41.89 feet south of the northeast corner of Lot 2,
Block 14.8, West St. Paul Proper, thence south to the
north line of Lot C. thence northwesterly along the north
line of Lot C to a point 41.89 feet south of the north
line of Lot 2, thence east to the point of beginning;
also part of Lot C, Block 11+89 West St. Paul Proper, begin
at the northwest corner of Lot .12, Block B, Jackson &
Bidwell's Add., thence east -and parallel to Page Street
to the south line of Lot 2, thence southeasterly to the
west line of Lot 3, Block 148, West St. Paul Proper,
thence south to the south line of Lot C. thence7north-
westerly to the point of beginning;
subject to compliance with the provisions of all ordinances governing the
operation of parking lots, •and to the condition that the sidewalk abutting
said premises be kept clean and free of ice and snow at all times.

The City Council requested that you prepare a resolution granting the
attached application of Wm. F. Kopp Construction Co. for permit to
install and operate an 11 -car private parking lot in conjunction with
an 11 -unit apartment building on the east side of Stryker between Page and
Sidney St. extended, on the property described in the attached plat,
in accordance with plans approved March 16, 1961.

Dear Madam:
This is in the matter of the,application of the Wm.F. Kopp Construction
Company for a permit to install and operate an 11 car private off - street
parking lot in conjunction with a proposed 11 unit apartment building on
property located on the east side of Stryker Avenue between Page and Sid-
ney Street extended. The legal description is a miscellaneous one, a copy
of which is attached. This property was rezoned from 11B11 residence to "C11
residence on July 21, 1960 as part of a larger tract.
The site is presently vacant, and the applicant proposes to develop it as
indicated above. This property has a frontage of 91.5 feet on Stryker Ave -
rnue and extends to a depth of 150 feet, resulting in a total area of approx-
imately 13,725 square feet. This proposal meets the required standards for
density and building ground coverage. North and adjoining is a recently
constructed 11 unit apartment building; south and adjoining are six single -
family residences fronting on Stryker Avenue; east and adjoining are two
recently constructed single - family residences fronting on Hall Avenue;
west and across Stryker Avenue are single - family residences fronting on
Stryker Avenue and Sidney Street.
The Traffic Engineer has reviewed the plans which meet the standards for
this type of facility and recommends approval of same. Field investigation
discloses no basic objection as the property was rezoned for this purpose.
In consideration of the above factors, the Board of Zoning recommends the
granting of the permit for an 11 car private off - street parking lot on
the above described property in accordance with plans approved March 16,
1961.
