O'Connell City Clerk Building Dear Madam: OF SAINT PAUL SAINT PAUL 4, MINNESOTA May 9, 1961 This is in the matter of the appeal of Emma Waller to establish a 45 foot building line set back on property located on the north side of Lower Afton Road betweem Burlington Road and the East County line. The legal descrip- tion is a miscellaneous one a copy of which is attached. The zoning is "A" residence. This property is "T" shaped and has a frontage along Lower Afton Road of 193 feet and extends to a depth of 650 feet. The area is approximately 329,275 square feet. A normal building line set back of 20% would amount to 130 feet and is not reasonable. East and west adjoining are recently constructed single - family residences. The other properties in the immediate area are vacant. The applicant proposes to develop the property under con- sideration with a single - family residence with a building line set back of 45 feet. The Board of Zoning considered this matter at their meeting on April 20, 1961 and, because of the rolling terrain and curving of the roads in the area, is of the opinion that the building line set back of 45 feet as requested is a reasonable one, and therefore recommend the granting of the appeal to establish a 45'foot set back on the above described property.- HCW /mm Encl. The purpose of this communication is to request a variance in the building set -back line from approximately sixty (601) feet to forty -five (451) feet. 'The reason for this request would be ob- vious from an on -site inspection of the property. Because of the grade and slopping of the heretofore mentioned parcel of land a set -back of sixty -feet would cause un-due expense and hardship in regard to the construction of a dwelling on this property. Also serious drainage problems would be created and the possibility of basement flooding would be a reality if constructed at the sixty - foot requirement. , Your prompt action on this matter would be greatly appreciated.
