1 Wi��REAS, the Council of the City of Saint Paul ("Council") has received a petition from 7ohn Rupp of
2 Capital City Ventures, LLC for specially assessing the costs of a fire protection system for 340 Cedar
3 Street; and

5 WHEREAS, said petition meets the requirements of Minnesota Statutes 429 and the city policy on
6 assessing costs for fire protection systems; and

8 WHEREAS, the Council has fully considered and reviewed the petition and policy; now, therefore be it
9
10 RESOLVED, that the Council does hereby authorize that the above described improvement be made, and
1 l the proper city officials are hereby directed to proceed with the improvement; and be it fiuther

13 RESOLVED, that upon completion of said improvement, the proper city officials shall calculate all
14 expenses incuned therein and shall report the same to the Council in accordance with Chapter 429 of the
15 Minnesota Statt�tes and the 6re protection system policy; and be it finally
16
17 RESOLVED, that upon the advice of the Mayor and recommendation of the Long-Range Capital
18 Improvement Budget Committee, the 2008 Capital Improvement Budget is hereby amended in the
19 following particulars:

Subject: GS# 3059696 - Sprinkler System Assessment
Date: October 2, 2008
Attached is a resolution requesting authorization to approve assessment financing for the
installation of sprinkler system at 340 Cedar Street. This is private property. State law
allows far certain improvements to private property (e.g., fire protection systems) to be
paid for through city assessments. This resolution creates budgeted authority far fund
802 to transfer $15,780 into anewly created capital project fund for the wark to be
completed. Fund 802 will then receive the assessment revenue as it is re-paid. Fund 802
has suffic3ent funds to cover the transfer. OK to sign.
