of the Saint Paul Legislative Code. This is an emergency ordinance
rendered necessary for the preservation of the public peace, health
and safety.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
SECTION 1. That Section 1.11 -1 is hereby amended by deleting
sub - section "c" _ Residence Requirement, in its entirety, as follows:
Except as hereinafter otherwise provided, no license shall
be granted to any person, partnership, firm or corporation
applying therefor for the purpose of engaging in the con-
crete block.manufacturtng and supplying business referred
to in Sec. 1, 11 -b, unless such applicant shall have and
maintain a bona fide address or location in the City of Saint
Paul where such business sought to be licensed will actually
be conducted. The License Certificate shall be kept exposed
at this address or location at all times, and the Bureau shall
be notified immediately of any change of such add'r_es's or loca-
tion.
If any municipality or governmental subdivision has license
requirements for the concrete block manufacturing and supply-
ing business substantially the same as license requirements
therefor under this code, and has restrictions or regulations
relative to residence requirements of the applicant as to
place of business or as to type of business to be carried on
therein, or as to number of employees or as to method of'man-
ufacture, or as to quality of materials to be manufactured,
an applicant whose place of business is located in or who
is so licensed by any such municipality or governmental sub-
division, may not obtain a license to engage in the concrete
block manufacturing and supplying business under this ordi-
nance unless such applicant shall have first fully complied
with those restrictions and regulations imposed upon him by
such municipality or governmental subdivision; and such re-
strictions or regulations so imposed by any municipality or
governmental subdivision wherein the place of business of
such applicant is located or licensed shall be applied under
this code with the same force and effect as they are applied
in and by any municipality or governmental subdivision where-
in said applicant's place of business is located or licensed.
Where an applicant's place of business is located in a
municipality or governmental subdivision wherein no such
restrictions or regulations are imposed and no.license re-
quirements are in effect, and where such an applicant so
located is not licensed or required to be licensed by any
municipality qr governmental, subdivision, a License shall
be granted -to such applicant in.the City of'Saint Paul provid-

turing and supplying business in any other municipality or
governmental subdivision, except cities of the first class,

of.the City of Saint Paul,. and who has and maintains a bona

ernmental subdivision where such business is actually being
conducted and who has been licensed by the City of Saint
Paul for at least five year consecutively and immediately
preceding the passage of this ordinance; shall br the pur-
pose hereof, be considered and treated as having and main-
taining a bona fide ad'dress.or location in the City of Saint
Paul and shall be granted a license to engage in the con-
crete block manufacturing and supplying business in the
City of Saint Paul provided that such applicant meets all
other requirements of this ordinance provided for herein.
SECTION 2. This ordinance is hereby declared to be an emergency
ordinance rendered necessary for the preservation of the public
peace, health and safety.
SECTION 3. This ordinance shall take effect and be in force
upon its passage, approval and publication.

An ordinance amending Section 1.11, Building Code Licenses,
of the Saint Paul Legislative Code. This is an emergency ordinance
rendered necessary for the preservation of the public peace, health
and safety.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
SECTION 1. That Section 1.11 -1 is hereby amended by deleting
