WHEREAS, the City of Saint Paul has been selected to participate in the Capacity
Building initiative for Foreclosure Prevention, to address the dramatic increase in the number of
home foreclosures; and
WHEREAS, the City wili receive $64,000 in funding to add 1 FTE counselor for the
Foreclosure Counseling Program; now, therefore, be it
8 RESOLVED, that the Council of the City of Saint Paul does hereby accept grant funds in
9 the amount of $64,000 and authorizes the proper City officials to execute a grant agreement with
10 the MN Homeownership Center for this funding for the purpose of mortgage foreclosure
11 counseling; and be it

13 FURTHER RESOLVED, that Department of Planning & Economic Development (PED) is
14 authorized to use this funding to hire a mortgage foreclosure prevention counselor for a twelve
15 month period ; and be it

17 FURTHER RESOLVED, that PED is further authorized to submit any updates, reports, or
18 additional information as may be required to participate in the Capacity Building Initiative for
19 Foreclosure Prevention, and be it

FINALLY RESOLVED, that the Mayor, pursuant to Section 10.07.1 of the Charter of the
City of Saint Paul, does certify that $64,000 in funds are available for appropriation in excess of
those estimated in the 2008 budget, and recommends the following changes to the 2008 budget
(See Attached ).
