This is in the matter of the application of the Twin City Terminal Oil
Company for a permit to reconstruct and enlarge an existing filling
station on property located at the northeast corner of West Seventh
and Milton Streets. The property is described as Lots 3, 4, 5, Block 5,
Rugg's Addition. The zoning is commercial and has been since the
enactment of the ordinance in 1922.
The westerly portion of this tract is presently developed with a filling
station operation. The remaining portion is vacant land. The applicant
proposes to remove the existing filling station and enlarge and completely
reconstruct'a new facility. East and adjoining is a single- family resi-
dence which fronts on West Seventh Street; south and across West Seventh
Street are commercial and industrial uses; north across a public alley is
a single- family residence fronting on Eleanor Avenue; west across Milton
Street is a single - family residence fronting on Otto Avenue.
The Traffic Engineer, Highway Department and Planning Board staff have
reviewed the-plans and approve of them. The plans meet the standards
for this type of facility. Field investigation discloses no objection
to this proposal as it will be a great improvement over the present
facility.
In consideration of the above factors, the Board of Zoning recommends
the granting of the permit to reconstruct and enlarge a filling station
operation on the above described property in accordance with plans
filed and approved February 2, 1961.

Dear Sir:
In regard to the application of the Twin City Terminal Oil
Compahy for permission to remodel -their filling station at the northeast
corner of Otto Avenue and West Seventh Street.
We have investigated the foregoing and report that they wish
to install three (3) islands, seven (7) pumps, five (5) tanks - 2 -3,000
gallons, 1- -4,000 gallons for underground gasoline storage and 1 -550 tank
for fuel oil and 1 -550 tank for waste oil.
This installation will be installed in accordance with the
rules and regulations of the National Board of Fire Underwriters and
the St. Paul Fire Prevention Code. We, therefore, recommend that
permission be granted.
