The Metropolitan Council is the recipient for New 3 Freedom funds in the metro area, based on the governor's designation; and 4 5 WI�REAS, Tlae Metropolitan Council is soliciting projects to be fixuded under New Freedom Fund for 6 Federal Fiscal Year 2009; and 7 8 WHEREAS, the goal of the New Freedom program is to provide additional tools for Americans with A disabilities hying to overcome barriers in their integration into the work farce and their full participation in 10 society. Toward this goal, Federal Transit Administration (FTA) provides financial assistance for ll transportation services expand the transportation options of persons with disabilities in ali areas of the 12 counhy — urbanized, small urban, and ruraL The program requires coordination of federally assisted 13 programs and services in order to make the most efficient use of Federal resowces; and 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 WHEREAS, pxojects approved for New Freedom funding will require the submitting agency to provide a local match o£ at least twenty percent; and WHBREAS, this project involves the instaliation and evaluation of Accessible Pedestrian Signals (APS) at existing and new signalized intersections. In November 2005 the US Access Board established a draft Public Rights-of-Way Accessibiliry Guidelines which includes guidelines on when to use APS. Unril these guidelines are adopted by US Deparlment of Justice and the US Depariment of Transportation (tJSDOT) it is up to each public agency's discretion on when to use APS. As a proactive approach the Department of Public Works is seeking funding for the installation of APS at intersecrions justified by the draft guidelines. THEREFORE, BE IT RESOLVED that the City Council approves that this funding application be submitted to the Metropolitan Council for consideration far New Freedom fimds.
