RESOLVED, That the Council of the City of Saint Paul
hereby expresses its opposition to Renate File No. 113, a
bill which has been introduced in the current session of the
Minnesota State Legislature and which is entitled:
"A BILL FOR AN ACT REGULATING THE PRODUCTION,
GENERATION, TRANSMISSION, OR DISTRIBUTION OF GAS,
ELECTRIC OR STEAM SERVICE; PRESCRIBING THE DUTIES
OF THE RAILROAD AND WAREHOUSE'COMMISSION IN
RELATION THERETO; PRESCRIBING PENALTIES FOR
VIOLATIONS OF THE PROVISIONS THEREOF AND AP-
PROPRIATING MONEYS THEREFOR;"
RESOLVED FURTHER, That the protection and conservation of
the public interest and that of the rate payers and subscribers
for electric, gas and steam public utility services, contemplated
to be regulated under said proposed legislation, in respect of
the City of Saint Paul, require that said City be excepted from
the operative effect of said proposed legislation and that it
retain its present statutory, regulatory powers concerning such
subjects, presently..exercised under its ordinances and from which
it derives permit fees representative of 5 per cent of the gross
earnings of the public utilities companies thereby regulated.
RESOLVED FURTHER, That there is no reasonable provocation for
the provision of said proposed legislation for the wresting of the
control; or regulation of the subject public utilities companies
or services from the City of Saint Paul by the placement of said
control and regulation in a State agency; that the aforesaid
municipal control and regulation of such public utilities companies
and services within the City of Saint Paul, has been and now is
most effective in all things, particularly in respect of such
public interest and that of such rate payers and subscribers, and
that it is imperative in the public interest and that of such
rate payers and subseribers,that such municipal regulation and
control be reserved, together with such permit fees representative
of 5 per cent of such gross earnings, unto said City of Saint Paul.
