O'Connell City Clerk Building Dear Madam: This is in the matter of the application of 740 River Drive Inc. for a permit to install and operate a 164 car private parking lot and garage in conjunction with a proposed 22 story 164 unit apartment building to be constructed on property located at the southeast cor- ner of Highland Parkway and Mississippi River Boulevard. The property is described as except the north 7 feet, Lot 1, and all of Lots 2, 3, 41and 5, Block 3, Edgcliff Addition No. 2. The property has been zoned I'C'S residence since 1939 and is vacant. It is proposed to develop a portion of the site with an open air park- ing lot which would park 59 cars, the remaining 105 parking spaces would be provided for in a basement garage. North across Highland Parkway is the recently constructed Second Church of Christ Scientist which fronts on both the River Boulevard and Highland Parkway; north- easterly across Highland Parkway is a substantial single - family residence which also fronts on said street; to the east across a platted alley.is an existing 32 unit apartment building fronting on the Parkway, and a recently constructed apartment building which fronts on Woodlawn Avenue; south and adjoining is the Remington Rand Univac Division building which is used as offices and training center, and fronts on both the River Boulevard and Ford Parkway; to the west is the Mississippi River Boulevard. The Traffic Engineer has reviewed and approved the parking lot lay -out which meets the standards for this type of facility. Field investigation discloses no objection to the parking facility as the zoning is proper and the parking lot standards are complied with. In consideration of the above factors, the Board of Zoning recommends the granting of the permit for a 164 car private off - street parking lot to be used in connection with the proposed 22 story 164 unit apartment building on the above described property and in accordance with plans approved Januaiy 19, 1961, -_ HCW :FGI Encl.
