RESOLVED, "that�Philhp/Cormican be permitted to construct and operate
a 55-unit-motel with off - street parking facilities for 55 cars,, at the..southwest
corner of Robert and Concord Streets,'on properV more particularly described
as the south 144 feet of Lot "13 .and all of Lots 14, 15, and 16, Block 24., West - '
St. Paui Iddition, in accordance with applicants plans approved January 5, 1961;
and subject to the following conditions: that none of._tlie motel project
buildings in height shall exceed the -height of Wilder Foundation Nursing Home
Building on adjoining premises -and that any proposed excavation in connection
with said motel project on the hereinabove described premises shall be approved
by the City Architect, and no such excavation shall be in such close proximity
to the adjoining Wilder Foundation Nursing Home premises as to endanger the
lateral support of the same and no.such proposed excavation shall be made
unless and until the plan of the same shall be first approved by the City
Architect; and subject further to.all applicable terms and provisions of the,
Legislative Code of the City of Saint Paul and,the Statutes of the State of
Minnesota., and to all applicable rules and regulations prescribed and promul-
gated by governmental authorities having cognizance, and to the condition
that the sidewalk abutting said premises be kept clean and free of ice and

The City Council requested that you prepare a resolution granting the
attached application of Philip Cormican for a special use permit to
construct and operate a 55 -unit motel with off-street parking facilities
for 55 cars, at the southwest corner of Robert and Concord Sts., on the
south 144 ft. of Lot 13, and all of Lots 14, 15 and 16, Block 24, West

This is in the matter of the application of Philip Cormican for a special use
permit to construct and operate a 55 unit motel with off-street parking facilities
by means of an open air parking lot for 55 cars. This facility will be located
at the southwest corner of Robert and Concord Streets and is described as the
south 144 feet of Lot 13, and all of Lots 14, 15 and 16, Block 24, west St.
Paul Addition.
On July 9; 1960 (C. F. 197871), the City Council granted an appeal for the ex-
teAsion of commercial use to cover the entire site under consideration. The
site is presently vacant and was formerly the site of the Riverview Floral
Company. The applicant's proposal will consist of a 55 unit motel, restaurant,
cocktail lounge and 55 car private off - street parking lot. This tract is
'irregularly shaped having a frontage of approximately 210.3 feet along Concord
Street and 119.13 feet along South Robert Street. The depth of this property
from Robert Street is 200 feet, and - approximately 190 feet from Concord Street
resulting in an area of approximately 36,000 square feet. North across Concord
Street and east across Robert Street are commercial activities; west and adjoin-
ing is a multi- residence fronting on Concord Street, farther to the west is the
Riverview Commercial Club which also fronts on Concord Street; south and ad-
joining at the top of the bluff is the Wilder Foundation properties now being
developed for coursing home purpose.
The Traffic Engineer and the Planning Board staf have reviewed the applicant's
plans and recommend approval of this proposal. The Minnesota Highway Depart -
ment has also given approval of the plan. Field investigation discloses no
basic objection as it is possible for the applicant to develop this property
as indicated on his plan.
In consideration of the above factors, the Board of Zoning recommends the
granting of this application to construct a 55 unit motel and 55 car private
off-street parking lot on the above described property in accordance with
applicant's plan approved on January 5, 1961.
