I December 29, 1960 i Mrs. Agnes H. O'Connell City Clerk Room 386, Building, Dear Madam: This is in the matter of the petition of Mary Ann Milton, asking to rezone Lot 36, Block 38, Si. Anthony Park, to a, "commercial" district. The zoning classification of this property has been "A Residence" since the enactment of the Zoning Code in 1922. The property is located on the southeasterly side of Carter Avenue just southwest of Como Avenue. On December 1, 1960, the Commissioner of Finance reported this petition sufficient, in that the owners of 8 of a possible 11 tracts of land within the prescribed 100 -foot radius of the property under consideration signed the petition, or 72.7%. This property has a frontage of 50 feet along Carter Avenue and a depth of 150 feet which results in an area of 7,500 sq. ft. It is presently developed with a sub - standard 3 -car garage of concrete block construction. It should be pointed out that the major portion of this lot lies approxi- mately seven (7) feet below the street grade of Carter Avenue. The petitioner's intent is to develop this lot and the adjoining unimproved pub- lic alley, now petitioned to be vacated and which will be considered by the City Council on January 18, with an off - street parking lot for approxi- mately 28 cars. This lot would be used in connection with the commercial uses adjoining and fronting on Como Avenue. Southwesterly and adjoining are single - family residences fronting on, and established at, the street grade of Carter Avenue; northwesterly across Carter Avenue is another single - family residence; directly north and across Carter Avenue is a small sheet -metal shop, also a drug store which fronts on both Carter and Como Avenues; northeasterly and across the adjoining unimproved public alley is the property that wo uld be served by the proposed parking facility; southeasterly and adjoining is the Common- wealth Nursing Home which fronts on Commonwealth Avenue. Field investigation discloses no objection to reclassifying this property to a "commercial" district so that it may be used for off - street parking. It appears there is a need for additional parking space in this area to serve the commercial activities along Como Avenue.
