W 0 cc CL CL Q I Council File No. 2C0340— Ordinance No. I 11900 —By Milton Rosen- 200-340 O. o. o Z9 An ordinance amending Chapter 130 of the Saint Paul Legis- lative Code, pertaining to Traffic Code -- General Provisions. This is an emergency ordinance rendered necessary for the pres- ervation of the public peace, health and safety. THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. That Section 130.09 of the Saint Paul Legislative Code is hereby amended by deleting therefrom the following: 11130.09. Parades. So as to more effectually minimize traffic hazards resulting therefrom, persons in charge of parades con- taining one hundred or more persons or twenty -five or more vehi- cles, excepting forces of the United States Army or Navy, the military forces of.this State, and the forces of the Police and Fire Departments, shall give forty -eight hours written notice of the same to the Commissioner of Public Safety, prior to the holding thereof, stating therein the place and route of said L�, parade and .the -time thereof .Kr and' by adding in 1 i.eu, thereof, the following: 11130.09. Parades. So as to mare c6ffectually minimize traffic congestion and hazards resulting therefrom, persons desiring to parade upon the streets of the City of St. Paul, excepting mili- tary forces of the United States, the military forces of this State, and the forces of the Police and Fire Departments, shall apply in writing to the Chief of Police for a parade permit at least 7 days prior to the holding thereof, stating therein the proposed place and route of said parade and the time thereof. Said parade permit shall be issued by a committee comprised of representatives of the Police Department, Traffic Engineering Bureau and the Public Utilities Department. Parades will be authorized only on Saturdays, Sunday *, National Holidays, or after 6 :00 R.M. on all other days. No exception shall. be made to the foregoing provisions, except that they may-6e'Itemporarily suspended on special or extraordinary occasioh,s•by formal resolution of the City Coun- cil.11 Section 2. This ordinance is hereby declared to be an emergency ordi- nance rendered necessary for the preservation of the public peace, health and safety. Section 3. v'/''l This ordinance shall take effect and be in force upon its passage, approval and publication.
